Tender summary
Social protection systems, including unemployment benefits, health protection, pensions, employment injury benefits, social assistance, and active labour market policies, are essential to cushion shocks, facilitate reemployment for transitions, and promote decent work in new green sectors. Mongolia already has comprehensive social protection programmes, covering all life-cycle contingencies, which provide a foundation for building an integrated social protection framework for “just transition.” However, gaps remain in coverage, adequacy, responsiveness to climate risks, and linkage with employment, skills, and industrial policies. Given Mongolia’s commitment to a green economy and the re-engagement of the Partnership for Action on Green Economy (PAGE), there is a timely opportunity to strengthen policy coherence between climate action, labour market policies, and social protection systems. This policy brief will contribute to national policy processes by identifying risks, gaps, and actionable policy options to ensure that Mongolia’s green transition is socially just and inclusive. Objective of the assignment is to develop a concise, evidence-based policy brief and its accompanying PowerPoint presentation that provide strategic guidance on how Mongolia’s social protection system can support a just transition towards a green economy while protecting vulnerable populations and promoting decent work.
