Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking a highly specialised expert to develop a practical Guide and Toolkit on Monitoring and Evaluation of National Skills Policies. The product will be integrated into the Global Skills Policy Guide, a flagship deliverable of the Strategic Skills Partnership Initiative (SSPI) funded by BMBFSFJ. The consultant will develop a concise conceptual framework (including an illustrative theory of change), a policy and system-level indicator framework covering six monitoring dimensions (access and equity; quality and relevance; labour market responsiveness; governance and coordination; financing; policy coherence), and a suite of practical tools including a policy M&E planning guide, a policy review matrix, a national M&E capacity diagnostic, a provider oversight tool, and a financing monitoring template, grounded in five diverse country examples. The assignment requires 35 working days over approximately five months. If you are interested, please express interest and follow the instructions attached to consult the detailed terms of reference and other relevant information in the ILO e-sourcing platform. Please submit your proposal before the specified deadline. Thank you.
