Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking a highly specialised expert to develop a practical Guide and Toolkit on Monitoring and Evaluation of National Skills Policies. The product will be integrated into the Global Skills Policy Guide, a flagship deliverable of the Strategic Skills Partnership Initiative (SSPI) funded by BMBFSFJ. The consultant will develop a concise conceptual framework (including an illustrative theory of change), a policy and system-level indicator framework covering six monitoring dimensions (access and equity; quality and relevance; labour market responsiveness; governance and coordination; financing; policy coherence), and a suite of practical tools including a policy M&E planning guide, a policy review matrix, a national M&E capacity diagnostic, a provider oversight tool, and a financing monitoring template, grounded in five diverse country examples. The assignment requires 35 working days over approximately five months.
