Introduction Description of the Assignment: Overall Objective To provide high-level technical support to the Government of Angola, through the Intersectoral Commission for the Preparation of National Human Rights Reports (CIERNDH), in the preparation, consolidation, and finalization of national human rights reports, in compliance with international and regional reporting obligations, ensuring quality, coherence, and alignment with United Nations and African Union standards, while taking into account relevant cross-cutting environmental and climate-related considerations, including those linked to REDD+, where applicable. This includes the development and/or revision of technical reports related to: • The Convention on the Rights of the Child (CRC) and its Optional Protocols; • The African Charter on the Rights and Welfare of the Child; • The International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) (initial report); • The International Covenant on Civil and Political Rights (ICCPR) (periodic report/revision); • The translation and harmonisation of reports into one of the official United Nations working languages, in accordance with submission requirements. Scope of Work Under the overall guidance of the Ministry of Justice and Human Rights (MINJUSDH), through the National Directorate of Human Rights (DNDH), and in close coordination with the Intersectoral Commission for the Preparation of National Human Rights Reports (CIERNDH), the consultant will serve as the technical focal point for the preparation of national human rights reports. The consultant will provide technical assistance to ensure the effective coordination, consolidation, drafting, and finalization of reports, while promoting alignment across sectoral contributions and ensuring consistency with national policies and international reporting standards. In particular, the consultant will: • Act as the central coordination point for all activities related to the preparation of national human rights reports under the CIERNDH framework; • Work in close collaboration with the National Directorate of Human Rights (DNDH) to ensure coherence, quality, and timely delivery of reporting outputs; • Ensure integration and harmonization of sectoral inputs, aligning contributions from different ministries and institutions with national social policies, international reporting guidelines, and human rights frameworks, including relevant cross-cutting considerations related to environmental sustainability. • Support the application of standardized methodologies and reporting tools, in line with UN Treaty Body and African Union guidelines; • Facilitate coordination and communication among stakeholders, including government institutions, civil society, and other relevant actors involved in the reporting process. Period of assignment/services: 90 days within the six months (June 2026 – 31 December 2026) The evaluation method and evaluation criteria are described: ☒ Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) ☒ Full acceptance of the UNDP Contract General Terms and Conditions (GTC).
