GENERAL PROCUREMENT NOTICE Country: Rwanda Name of Project: Rwanda Urban Mobility Improvement (RUMI) Project Practice area / sector: Transport Loan No./Credit No./TF No./Grant No .: 78610-RW; 77240-RW and 78620-RW Project ID No.: P176885 The Government of Rwanda has received financing in the amount of US$ 204.04 million equivalent from the World Bank toward the cost of the Rwanda Urban Mobility Improvement (RUMI) Project, and it intends to apply part of the proceeds to payments for goods, works and consulting services to be procured under this project. This project will be jointly financed by the European Investment Bank and European Union (EIB/EU). The project will include the following components with planned open international contracts as summarized in the table below: No Component Planned Open International Contracts Budget US$ Million Category Expected publication date 1 Component 1: Urban Mobility Improvement This component will mainly include: Development of Nyabugogo Multimodal Transit Hub and Surrounding Area; Enhancement of the Public Transport System and Walking and Cycling Environment along Dedicated Bus Lanes (DBLs); Improvements for Safe Neighborhoods Access by providing safe walking and cycling lanes Construction of Nyabugogo Multi Modal Transit Terminal and terminal area (Design and Build) 149.09 Works June 2026 2 Consultancy Services for Contract Management & Supervision of works for Nyabugogo Multi Modal Transit Terminal and Terminal area 7.45 Services Aug 2026 3 Consultancy services for feasibility study and preliminary design for Non-motorized Transport (NMT) of defined low-income neighborhoods and along DBL corridors 0.30 Services Sept 2026 4 Component 2: Promoting E-mobility This component will mainly include: Feasibility Study and Detailed Design for E-Bus Depots with Charging Facilities and construction of at least One E-Bus Charging Depot; Procurement and purchase of Electric Buses: The project will finance the acquisition the first batch of electric buses to replace aging diesel units and expand the operational fleet. It will include specifications for vehicle performance, battery warranty and after-sales support to ensure sustainable operation. Preparation of phase II of fleet renewal program, including transaction advisory and a detailed design for E-bus project 0.61 Services June 2026 5 Hiring contractor for E-buses depots/charging infrastructure construction and installation of chargers 3.82 Works Oct 2027 6 Tender for supply of chargers 2 Goods Dec 2027 7 Tender for supply of Battery Electric Buses 7 Goods July 2026 Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations . The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates since it has provided non- objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and City of Kigali’s website: www.kigalicity.gov.rw.
