The Texas Historical Commission (THC) seeks an individual or firm with the required expertise for services to scrape and paint historic buildings, emphasizing preservation, safety, and documentation over speed. The process generally involves investigative analysis, careful surface prep, and the use of historically appropriate materials at the Maplecroft and Rosemont buildings located at the Starr Family Home State Historic Site. Subcontractors providing services under the Contract shall meet the same requirements and experience level as required of the Bidder. A VetHUB Subcontracting Plan and Bid Security Deposit need to be submitted with your proposal at the time of opening; otherwise, your proposal will be considered non-responsive. A Mandatory Pre-Bid Site Visit is required before you submit your bid. Bidders are required to contact the site and schedule their own visits from May 22, 2026, to June 30, 2026. The Starr Family Home State Historic Site is located at 407 West Travis Street, Marshall, Texas 75670. The site is open to the public Tuesday through Saturday from 10 a.m. to 4 p.m. and is closed on Sundays and Mondays. The site contact number is 903-935-3044. Respondents must schedule their visits within the specified timeframe. Site Representative and Bidder signatures are required after the site visit is completed to establish the site visit date. Exhibit X, Pre-Bid Site Visit Form, must be included in the Bid. The bid will be rejected if a signed Site Visit Form is not included.
