Introduction Country: Rwanda Description of the Assignment: Recruitment of a National Individual Consultant to Support the Resilience and Inclusive Transformation Portfolio Assessment (Baseline, Annual Progress on Indicator) Period of the Assignment: 45 working days spread over three calendar Months 1. Objectives The overall objective of this consultancy is to propose and develop methodologies, including data collection tools, to provide metrics for the missing baselines and performance targets of the Results Framework of the Resilience and Inclusive Transformation Portfolio across the three shifts that were not finalized during the period of drafting the Portfolio Document. Specifically, the consultant will: • Conduct a systematic review of the Portfolio Results Framework and identify all indicators where baselines and/or performance targets are missing or marked as TBD across Shifts 1, 2, and 3. • Design and implement a rigorous, mixed-methods baseline assessment to establish missing baseline values, drawing on primary data collection, secondary data analysis, and stakeholder consultations. • Develop a comprehensive annual progress reporting system, including templates, data collection protocols, and guidance notes for implementing partners, aligned with the Portfolio's Monitoring, Evaluation and Learning (MEL) framework. • Consolidate all outputs into a ready-to-use MEL Toolkit for the Portfolio Management Team. All baseline findings, proposed targets, and MEL toolkit components shall undergo a formal validation process with PMSU/M&E and relevant programme units prior to final approval and acceptance by UNDP. In this context, UNDP Rwanda is seeking to recruit a highly qualified individual consultant to: (i) develop and apply methodologies to establish missing baselines and performance targets for the results framework; and (ii) design a standardized annual progress reporting system to track indicator progress across the three portfolio shifts throughout the implementation cycle.
