Tender summary
As per the terms and conditions of the Open Construction Source List NR26SLNU, you are invited to submit a bid for the following project: Perimeter Fence and Gate Upgrades, FOL Rankin Inlet, Nunavut DEFENCE CONSTRUCTION CANADA (DCC) – MPYK0010-85569 – Perimeter Fence and Gate Upgrades, FOL Rankin Inlet, Nunavut. The work includes, but is not necessarily limited to, the supply of labour, material, supervision, and equipment necessary to remove, replace, and install new perimeter fencing and gates at Forward Operating Location (FOL) Rankin Inlet. This procurement is subject to the Agreement Between the Inuit of the Nunavut Settlement Area and His Majesty the King in Right of Canada (the Nunavut Agreement), and the Treasury Board of Canada Secretariat’s Directive on Government Contracts (including real property leases) in the Nunavut Settlement Area. DCC has confirmed that there are two (2) or more qualified Inuit Firms on the Inuit Firm Registry. In accordance with the Treasury Board of Canada Secretariat’s Directive on Government Contracts, Including Real Property Leases, in the NSA, Proponents are advised that bidding for this solicitation is therefore restricted to qualified Inuit Firms that are registered and in good standing with the Inuit Firm Registry. Canada’s free trade agreements pose no impediment to the inclusion of measures including set asides, for the benefit of Indigenous Peoples and businesses in a procurement. This applies to procurement obligations pursuant to all Modern Treaties (Comprehensive Land Claims Agreements). Information provided by the proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the proponent with the highest total score. The criteria include Inuit and Nunavut benefits for Inuit employment, Inuit training and skills development, subcontracting to Inuit firms, and the location of offices/facilities in the NSA. A site visit will be held on the following date and time and at the following location. It is highly recommended that bidders attend this visit. The estimated cost for this opportunity is in the range of $4,792,000.00 The Work must reach Substantial Completion no later than 455 calendar days after notification of contract award and must be completed no later than 30 calendar days after the date of Substantial Completion. The selected contractor will be required to hold a valid Designated Organization Screening (DOS) issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in Amendment No.1 to the solicitation documents. Even though you have been invited to bid on a project, should your DCC bidding privileges have been suspended and you submit a bid on future DCC projects, said bids will be rejected and no contract will be awarded to said tenderer. Bidders who contact anyone other than the DCC Contracting Authority to obtain clarifications during the solicitation period may, for that reason alone, be disqualified.
