Tender summary
The United Nations intends to seek offers for air transportation services to undertake strategic movement of all its Military/Police and civilian personnel, approximately 50,000 - 55,000 (two-way movement) Peacekeepers per year with their baggage entitlement, between Troop/Police Contributing Countries and United Nations Peacekeeping Missions, expected to replace the current contracts. The full details of the requirements will be provided in the solicitation documents. Description of Requirement: 1. The United Nations network is divided into two parts. One for the main (dedicated aircraft) and the other for standby aircraft, the United Nations anticipates using a wide-body aircraft capable of transporting between 200 to 275 passengers along with their cargo entitlements for both the networks and a narrow-body aircraft capable of transporting 50 to 120 passengers on the standby network. Main Network: This network requires a fully dedicated aircraft with the capacity to transport between 200 and 275 passengers with their cargo entitlement of 100 kg. The aircraft shall be fully dedicated to the UN and might be required to layover as deemed necessary to any airport of the network up to 72 hours without repositioning to the operator’s home base. During these periods, the Operator will utilize the last airport (or nearest) of the previously completed task as a temporary positioning base to remain on-site and commence the next task from this location, thereby optimizing flight hour utilization and reducing unnecessary ferry flights. Standby Network: This network primarily requires an aircraft with the capacity to transport between 200 and 275 passengers with their cargo entitelement of 100 kg. Additionally, a “narrow body” aircraft with the capacity to transport between 50 and 120 passengers with their cargo entitlement of 100 kg will also be required for airports with restricted runway lengths, limited ground handling, infrastructure, etc. The aircraft will be tasked ad hoc with a minimum 15 calendar days (or less subject to proposal) notice. These aircraft should return to the operator’s It is expected that the UN will utilize at least one dedicated Aircraft with a backup Aircraft that, when needed, will be flown simultaneously. The UN is also seeking narrow body Aircraft types that will not be dedicated to the UN to conduct troop rotations in specific routes where the dedicated Aircraft cannot operate. Sufficient lead notice shall be provided to the operator to ensure timely provision of the non-dedicated aircraft. 2. The Proposer shall ensure the availability and expect to provide at minimum the following: • Main Network: One (1) dedicated Wide-body aircraft and one (1) backup aircraft of similar capabilities. • Standby Network: One (1) Wide-body aircraft and one (1) Narrow-body aircraft. In total, the proposer must demonstrate the capacity to provide two (2) Wide-body aircraft for active tasking, one (1) Narrow-body for active tasking, and a dedicated backup solution for the Main Network. 3. A formal commitment to provide if awarded, covering the full scope of requirements for all designated Networks (Main and Standby), to include both wide-body and narrow-body aircrafts as set forth in this EOI. 4. All aircraft must meet the requirements and be equipped as follows: a. Multi Engine Turbine using jet A-1 fuel. b. Equipment of the aircraft must meet the requirements of Annex 6 to the ICAO Convention. c. In addition to the minimum equipment necessary for the issuance of a certificate of airworthiness, the equipment prescribed in the following paragraphs shall be installed, as appropriate, on all proposed aircraft. The prescribed equipment, including its installation, shall be approved by the State of Registry. d.
