The United Nations Office on Drugs and Crime (UNODC) invites qualified companies to express their interest (Request for Expression of Interest – REOI) for the supply, construction, installation, testing and commissioning of a rooftop operational office space, secure storage unit, associated utility systems, electrical installations, and related construction works for a Multi-Agency Control Unit located at Port-au-Prince International Airport, Haiti. BACKGROUND The United Nations Office on Drugs and Crime (UNODC), through its Passenger and Cargo Control Programme (PCCP), supports the Haitian authorities in strengthening border management and inter-agency coordination in order to combat illicit trafficking. Within this framework, UNODC is establishing Multi-Agency Control Units at key border and airport locations, bringing together several competent national services and law enforcement entities. To ensure adequate operational capacity, UNODC intends to procure, deliver, construct, install and commission a secure, functional, durable, and weather-resistant rooftop office facility to support the operational activities of the Multi-Agency Control Unit deployed at Port-au-Prince International Airport. OBJECTIVE The objective of the project is to deliver a fully equipped, secure, and weather-resistant rooftop office facility designed to: • accommodate personnel assigned to operational activities; • provide suitable spaces for meetings, inter-agency coordination, and administrative and operational functions; • ensure secure storage of sensitive materials and operational equipment; • support field operations through adequate environmental, safety, and operational conditions. DESCRIPTION OF WORKS The project shall include the supply, construction, installation, testing, and commissioning of a fully operational rooftop office facility located within a secured area of Port-au-Prince International Airport, Haiti. The project notably includes the following components: • Preliminary works and site preparation: including rooftop assessment, verification of existing structural conditions, floor leveling works, temporary safety measures, preparation of construction drawings, and all associated preliminary activities; • Rooftop office construction: supply, construction and installation of a rooftop office structure of approximately 22m x 10m, including complete interior fit-out, insulation, weatherproofing, windows, doors, electrical installations, HVAC systems, lighting systems, and all associated architectural, structural and MEP components; • Secure storage unit: supply and installation of a reinforced and modified 10-foot ISO standard shipping container intended for the secure storage of sensitive operational equipment, materials, and documentation; • Electrical systems and independent power generation: supply and installation of electrical distribution systems, grounding systems, power and lighting systems, emergency and security lighting, and an independent diesel generator set complete with Automatic Transfer Switch (ATS); • Furniture and equipment: supply and installation of office furniture and accessories including workstations, desks, chairs, lockable storage units, meeting table and chairs, storage cabinet, and whiteboard. All installations shall be durable, secure, suitable for long-term operational use, and adapted to local climatic and operational conditions. TECHNICAL REQUIREMENTS • All works shall be executed in accordance with applicable international standards and recognized engineering practices, including but not limited to IBC, ASTM, ISO, NEC, IEC, EN, BS, or equivalent internationally recognized standards; • The Contractor shall be responsible for conducting rooftop assessment and verification of the existing structure through a licensed structural engineer; • All materials and equipment shall originate from recognized manufacturers and be accompanied by appropriate certifications and technical documentati
