Summary
Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Objective is to provide tripartite constituents with actionable recommendations to improve social dialogue in the Republic of Moldova. This is a forward-looking exercise with the following outputs: Stock taking of the current state, nature and characteristics of social dialogue in Moldova. Identification of relevant and applicable best practices. Recommendations on steps required to improve social dialogue across all different levels in the Republic of Moldova, including on amendments required to Law No. 245/2006 on the Organisation and Functioning of Committees for Consultation and Collective Bargaining. The external collaborator will map the trade union, employer organizations and related government institutions, keeping in mind representation. A detailed review of constitutional and national legal framework and an assessment (in law and practice) of the existence, mandate, and functioning of social dialogue mechanisms will be carried out. Collective bargaining agreements will be reviewed, including agreements from last three years, estimating coverage, and analysing content. A comparative perspective will benchmark against ILO standards, EU, and EU member state practices, and relevant case examples drawn out. Provide sequenced validated recommendations with responsibilities and practical steps specifying not just the ‘what’ but the ‘how’ across legislative, policy and other activities. Specific recommendations in legal language on amendments required to Law No. 245/2006 will be presented.
