Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator to facilitate the drafting of a Strategy for Mobilizing Non Traditional Voluntary Financing for ILO Work in Africa. This assignment essentially a desk review aims to develop a concise, practical strategy to mobilize voluntary contributions from non‑traditional funding sources for ILO activities in Africa for the period 2026–2029. The strategy will align with the ILO Development Cooperation Strategy 2026–29, which prioritizes diversifying partners and leveraging new forms of partnerships while strengthening existing ones. The work will include a brief overview of the ILO’s development cooperation portfolio in Africa over the past ten years, with a specific focus on non‑traditional donors. It will identify potential non‑traditional funding sources based in Africa or willing to support ILO activities on the continent, assess their potential contribution, and analyze associated risks. Based on this analysis, the strategy will propose concrete and actionable approaches to mobilize extra‑budgetary development cooperation (XBDC) resources, supported by clear and measurable indicators. The final output will be a well‑structured strategy document of no more than 25 pages, covering the full duration of the current ILO Strategic Plan. The assignment is home-based and no travel is foreseen.
