Summary
UNSOH and potentially other UN Agencies in Haiti, intends to initiate a solicitation for the provision of armed and unarmed security guard services. The required services are to support the safety and security of UN personnel, premises, assets and operations, including but not limited to: • Static and mobile armed and unarmed guard posts; • Access control and screening of personnel, visitors and vehicles; • Protection of UN facilities, residences, offices, warehouses and compounds; • Patrol duties and safeguarding of UN-owned equipment and assets; • Incident response, reporting, and coordination with UN Security; • Support to CCTV monitoring, baggage scanners, and other security equipment, as required. Services are required on a 24/7 basis at multiple UN locations, including Headquarters and field offices in Port-au-Prince, Cap-Haïtien, Jérémie, Miragoâne, and other designated locations within Haiti. The objective of engaging an Armed Private Security Company (APSC) is to provide a visible deterrent and, when required, an armed response consistent with: • United Nations Use of Force Policy; • UN Department of Safety and Security (UNDSS) policies; • The legislation of the Republic of Haiti; and • Applicable international law. Specific Requirements/Information Interested vendors must demonstrate, at a minimum: • Legal authorization and accreditation by the relevant Haitian authorities to provide armed security services; • Valid licenses for the importation, possession, and use of firearms and ammunition in Haiti; • Proven experience in providing armed and unarmed security guard services, preferably in international or high risk environments; • Capacity to recruit, train, equip, and manage qualified security personnel compliant with UN standards; • Compliance with international human rights, child labour prohibitions, and ethical standards, including the International Code of Conduct for Private Security Service Providers; • Ability to mobilize personnel, uniforms, weapons, equipment, and logistics within a maximum of 30 days. Subcontracting of security duties will not be permitted.
