Summary
A. PURPOSE The Bridgeton Board of Education is requesting proposals from companies that provide a comprehensive language arts programs to be utilized as the main resource for our English as a Second Language (ESL) Curriculum. The Program must support the four domains of language acquisition: reading, writing, listening and speaking. The program must offer various levels of support and scaffolding to Bilingual ESL students at different stages of the language acquisition process. Scope: We are seeking an organization/company able to provide a systematic language art approached specifically designed to teach English as a Second Language to Bilingual and ESL students. The program must address phonological awareness, writing, reading, interpretation and comprehension. The program must address the New Jersey Learning Standards and provide differentiated instruction for students functioning on different academic levels. The program must address the specific needs of students in grades K-12 (Approximately 2, 200 Multilingual Learners), who are in the early, intermediate and late stages of the English language acquisition process. The program must be leveled and address the specific needs of Bilingual (including newcomers) and ESL students. Although the program must have a digital component, it should also offer hard copies of teaching materials, workbooks and other manipulatives. B. SCOPE OF SERVICE Program will be utilized as the main resources for our English as a Second Language (ESL) Curriculum, and therefore, it must provide a comprehensive language arts/literacy approach to instruct Bilingual and ESL students in grades K-12. Program must address the four domains of language: reading, writing, listening and speaking. Programs must address phonemic awareness, as well as comprehension, and all the other key skills, which are part of a Language Arts/Literacy Program. Program accelerates English Language acquisition and literacy learning. Program must be effective in improving phonemic awareness, but also needs to target comprehension and interpretation skills, and other key components of language acquisition. Program is based on current scientific research, Common Core State Standards, and New Jersey Learning Standards. Program must provide for differentiated instruction for students functioning on different levels of the English language acquisition process. Program must have a digital component. Program must also offer hardcopies of teaching materials, workbooks and other manipulatives, which improve differentiated instruction.
