Tender summary
The assignment will revise the portfolios of 12,506 beneficiaries of the Ministry of Social Development’s subsidized health insurance scheme across six West Bank districts. A team of five consultants will implement the assignment over 40 days. Work will begin with the preparation of a detailed implementation plan in close coordination with MoSD, followed by a desk review of relevant documents and datasets to verify beneficiary eligibility against approved criteria. The consultants will then conduct field visits to assess the socioeconomic conditions of targeted households, examining income sources, housing, livelihoods, health and education status, and ownership of assets. Collected data will be analyzed, validated against supporting documentation, and reviewed in coordination with MoSD directorates and relevant entities. Assessment results will be entered and updated in MoSD digital systems, with incomplete data completed using existing templates. The team will produce tables and graphs to support analysis and prepare a comprehensive report presenting findings, eligibility verification, and recommendations, including suspected ineligible cases. After incorporating MoSD feedback, the final report will be submitted and key findings presented to stakeholders.
