REPUBLIC OF KENYA SPECIFIC PROCUREMENT NOTICE Purchaser: Kenya Railways Corporation Country: Kenya Name of Project: Kenya Urban Mobility Improvement Project (KUMIP) Contract Title: Purchase of Twenty-Four (24) Diesel Multiple Unit (DMU) Air Compressors Loan No./Credit No./ Grant No.: V4940 RFB Reference No.: KE-KRC-549541-GO-RFB The Government of Kenya has applied for financing from the World Bank toward the cost of the Kenya Urban Mobility Improvement Project (KUMIP) and intends to apply part of the proceeds toward payments under the contract for Purchase of Twenty-Four (24) Diesel Multiple Unit (DMU) air compressors. 2. The Kenya Railways Corporation now invites sealed Bids from eligible Bidders for Purchase of 24 No Diesel Multiple Unit (DMU) air compressors to be delivered at Kenya Railways (KR) Nairobi Central Workshops Stores, Kenya. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated in February 2025 (6th Edition) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80%. This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations and for Bid cost: 20%. 5. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below; Workshops Road off Haile Selassie Avenue, Opposite Technical University of Kenya on 11th June 2026 at 2:00PM (EAT). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of KES 1,500,000 in form of a Bank Guarantee from a Registered Commercial Bank in Kenya valid for 240 days from the date of the tender opening. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
