Tender summary

Introduction UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for Technical Advisory and Coaching Services for Circular Business Models. Since 2020, Viet Nam has set course on an ambitious transformation agenda towards a Circular Economy (CE). The country has integrated its definition of CE [1] in the draft Socio-Economic Development Strategy (2021-2030) and the Revised Law on Environmental Protection [2] (LEP) 2020, which marks a cornerstone in the inclusion of CE principles in policy frameworks. Following the LEP, Decree 08/2022/ND-CP outlined CE principles and stakeholders’ responsibilities in driving the transition towards CE in Viet Nam. The Master Plan on CE [3] , issued by the Prime Minister in July 2022, further highlighted the critical role of CE in paving the way for a green recovery, increasing business’s competitiveness, and delivering on the objectives of the Green Growth National Strategy. To outline strategic directions to promote CE models across key sectors, the National Action Plan on Circular Economy (NAP CE) was issued by the Prime Minister following Decision No. 222/2025/QD-TTg. Currently, UNDP is implementing a Netherlands-supported project entitled Accelerate Circular Economy for Business (ACE-Biz) , the aim of which is to contribute to Viet Nam’s low-carbon and circular development, by transforming business, through formulating circular guidelines, delivering capacity-building programmes and fostering technology transfer, and demonstrating the certification scheme to promote exchanges of secondary materials and reusable goods through an online marketplace. [1] The Government of Viet Nam’s defined the CE as “ an economic model in which design, production, consumption and service activities aim to reduce raw material extraction, extending the product life cycle, reducing generated waste and minimizing negative impacts on the environment ” [2] Law No. 72/2020/QH14 [3] Decision 687/QD-TTg, issued on June 07, 2022, approving the Master Plan for Circular Economy Development in Viet Nam [1] The Government of Viet Nam’s defined the CE as “ an economic model in which design, production, consumption and service activities aim to reduce raw material extraction, extending the product life cycle, reducing generated waste and minimizing negative impacts on the environment ” [2] Law No. 72/2020/QH14 [3] Decision 687/QD-TTg, issued on June 07, 2022, approving the Master Plan for Circular Economy Development in Viet Nam Under the ACE-Biz project, capacity building programs on circular economy and sustainable production and consumption have been organized for enterprises from diverse sectors such as plastic, textile, food and beverage, agriculture, solid waste and wastewater, etc. To support enterprises adopting circular concepts and models into practical transition plans, project will organize a post-training support program for selected enterprises to help them develop implementable business plan and investment-ready proposal. In this context, UNDP seeks to engage a qualified national firm to deliver enterprises screening, technical advisory and coaching support for selected enterprises through a structured post-training business support program. OBJECTIVES OF THE ASSIGNMENT The overall objective of this assignment is to support 04 selected enterprises to develop practical and implementable CE transition plans, strengthen their resource efficiency and circular business model readiness, and enhance their preparedness to access green finance and investment opportunities. This scope of work targets enterprises in agriculture, food & beverage, and waste management sectors. When preparing your offer, please be guided by the RFP Instructions and Data.
