Tender summary

Fingrid Oyj is planning to renew the existing Static Var Compensator (SVC) system at Kangasala substation under a turnkey contract. The substation is located in Kangasala in western Finland. The SVC project concerns the partial modernisation of the current SVC installation, including refurbishment of existing control and protection systems, converter valves and valve cooling system and including all demolition work and new installations. All other existing SVC components and subsystems shall either remain or be upgraded by the Client. The existing SVC installation consists of +240(cap)…-200 (ind) Mvar dynamic compensation capacity with the TCRs, TSCs and filter banks connected to 20 kV system and with a step-up transformer connected to 400 kV system, illustrated in the attached SLD and layout drawings. Preliminary intended project delivery time for Kangasala SVC renewal is from December 2026 to July 2029. The installations, testing and energization shall be carried out during the when the Kangasala SVC substation is in an outage. Period for the outage define together with Fingrid and contractor. Procurement will be done according to Finnish legislation concerning public procurements in energy sector (in particular, the Act on Public Procurement concerning Units Operating within the field of Water and Energy Service as well as Traffic and Postal Service (1398/2016)). The procurement method is a negotiated procedure. Fingrid will announce a notice in the EU Official paper for public procurement declaring prequalification stage opened and requesting interested contractors to apply for prequalification. After receiving these applications from interested companies Fingrid will select the candidates based on the selection criteria set out and invite accepted companies to submit the tenders. In the first phase of the procurement procedure, candidates are invited to submit applications for participation in the negotiated procedure. Tenderers with applications meeting all the suitability requirements will be chosen to the negotiated procedure. The negotiation process involves negotiating with the candidates on the final terms and conditions based on a preliminary tender. At the end of the negotiations, the contracting entity shall request a binding tender from all the tenderers, based on the terms defined in the final call for tender. The invitation to submit tenders will include more detailed information on the scope and contents of the contract, specifications, requirements, award criteria etc. and it will be sent only to the qualified tenderers, tentatively in May 2025. Fingrid reserves the right to reject all the tenders.
