Tender summary
The City of Fort Myers is seeking a qualified and responsible progressive design-build team to provide design, permitting, and construction services for expanding the capacity of the potable water supply wellfield. The project includes, but is not limited to, siting, design, and construction of potable water wells, raw water transmission main, and fiber optic communication network. In addition to construction, rehabilitation of existing assets shall be performed. A resource management protocol shall be developed integrating the use of new wells with existing wells. All expansion improvements shall comply with necessary regulatory and code requirements, including but not limited to City of Fort Myers Building and Utilities Departments, SFWMD, and FDEP. The design-build team will develop a plan and schedule for implementation that optimizes budget, existing resources, seasonal demands, and material delivery. The project includes coordination with the Construction Manager at Risk (CMAR) for the Reverse Osmosis Water Treatment Plant (ROWTP) improvements projects, which is responsible for increasing raw water treatment capacity and ability. The project will include tasks and activities such as, but not limited to, engineering, design, survey, technical specifications, permitting, inspection and funding support necessary to construct the wellfield expansion. The design-builder is required to comply with all other construction methods for this work, including those to minimize noise, dust, and other impacts to surrounding residential neighborhoods. The design and construction services rendered by the design-builder shall result in a complete, functional, and operable project. The project includes the following main elements: Provide a detailed project execution plan indicating how the process expansion will occur without negative impact to existing facility operations. The plan should include a detailed schedule and address roles and responsibility for major construction activities and should be critical path based. The plan shall also evaluate the number of wells to be constructed and the timing of when each well needs to be online. Groundwater and solute transport modeling of the regional UFA. Production well construction (min. 16-inch dia.) into flowing artesian Upper Floridan aquifer (UFA). The number of wells will be developed as part of the execution plan. Production well appurtenance design and construction. Raw water main modeling, design, and construction. Fiber optic network design and PLC integration with existing assets. Develop and submit all necessary permitting. Provide Systems Integration including all SCADA upgrades to interface with all necessary instrumentation and controls equipment and electrical circuits and conduits. Furnish and install all required equipment. Remove, transport, salvage, and/or legally dispose of construction and demolition materials. Furnish and place suitable material for pipe bedding and backfill, as required. Furnish all materials, equipment, records, supplies, and labor necessary for cleaning, testing, certifying, commissioning, and placing assets into service. Commissioning activities will include manufacturer start up and training, verification that equipment functions as intended when energized/called into service, provide operation and maintenance information, and provide any necessary coordination and technical support. Provide all other appurtenant and miscellaneous items and work for complete and fully functional operation. The scope of services shall include all professional engineering services, labor, supervision, quality control, project controls, safety programs, materials, tools, equipment, services, methods and procedures necessary or convenient for the design-builder to fulfill all duties and obligations imposed by the contract documents, which can be reasonably assumed as necessary to fulfill the intent of the contract documents and to provide a complete, functional, and satisfactory project. The design-builder shall have a responsible and qualified project team that consists of, but not limited to, the following key disciplines and job titles: Design Build Project Manager Design Manager Facilities Engineering Hydrogeology Pre-Construction Manager Construction Manager Superintendent Commissioning Manager
