Introduction Description of the Assignment The purpose of this assignment is to develop the engineering design, technical specifications, and Bill of Quantities for renewable energy and smart infrastructure systems to be deployed at King Mswati III International Airport under the Japanese GX–DX pilot project. The assignment will ensure that renewable energy technologies are designed to support energy independence of critical airport functions, with particular emphasis on solar-powered airside lighting systems and energy-efficient cargo infrastructure using advanced renewable energy technologies, including Japanese GX-DX solutions or equivalent systems. All outputs and specifications shall be developed in a non-restrictive manner to support open and competitive procurement in accordance with UNDP rules. Specific objectives include: 1. Conduct a technical assessment of the airport’s current energy systems, including runway lighting, perimeter security lighting, and cargo warehouse electricity demand, in order to determine appropriate renewable energy solutions. 2. Design a solar-powered runway and perimeter lighting system based on integrated solar photovoltaic and battery storage technologies, ensuring compliance with aviation safety standards and optimized for reliability and operational efficiency. 3. Develop detailed engineering designs for the smart cargo warehouse retrofit focusing on energy efficient refrigeration systems, energy-efficient lighting, and digital monitoring infrastructure. 4. Produce a conceptual design and engineering roadmap for scaling renewable energy systems across the airport, supporting the long-term objective of airport energy independence. 5. Prepare detailed technical specifications, system layouts, and Bill of Quantities (BoQ) for equipment required under Outputs 1 and 2, ensuring procurement readiness and compatibility with relevant international standards, including Japanese GX technology standards where applicable. 6. Facilitate international technology partnerships, including with Japanese providers where relevant, and support knowledge transfer with qualified renewable energy and smart infrastructure providers. 7. Provide technical oversight during procurement, installation, commissioning, and handover of the proposed technologies to ensure that all systems are installed in accordance with the approved engineering designs, meet technical specifications, comply with aviation safety requirements, and are fully operational and transferred to ESWACAA with appropriate documentation and training. Expected Deliverables and Roadmap The assignment will deliver the technical foundation required for the implementation of renewable energy and smart infrastructure systems at King Mswati III International Airport (KMIII), including engineering designs, equipment specifications, installation oversight, and final system commissioning. The consultant will be responsible for delivering the following outputs: 1. Inception Report and Work Plan Detailing the methodology, technical approach, work schedule, and data/technical requirements for the assignment. 2. Technical Assessment and Energy Load Analysis Report Comprehensive assessment of the airport’s existing energy infrastructure, runway and perimeter lighting systems, cargo warehouse energy demand, and renewable energy (solar) energy potential. 3. Engineering Design and Bill of Quantities (BoQ) for Solar Runway and Perimeter Lighting Systems (Output 1) Including system design, equipment specifications, lighting layout, and procurement-ready BoQ. 4. Engineering Design and Bill of Quantities (BoQ) for Smart Cargo Warehouse Systems (Output 2) Including energy efficient refrigeration systems, solar PV and battery systems, energy-efficient lighting, and monitoring technologies. 5. Identification of at least one airport or infrastructure facility demonstrating advanced GX–DX or comparable renewable energy technologies, including Japanese examples where relevant ,
