Tender summary

Dear Bidder, The International Labour Office (ILO) is looking for a national individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The midterm evaluation of the PE4DW Egypt project will assess relevance, effectiveness, efficiency, impact orientation, and sustainability (OECD DAC criteria), as well as cross-cutting themes including social dialogue, labour standards, and digitalisation. The evaluation will cover the period from the project’s start date (June 2024) and focus on Robbiki Leather City and Shaq Al Tho’ban. The evaluator will review sector diagnostics, governance structures (Project Steering Committee and Technical Working Groups), SCORE training results, and early enterprise-level changes. Methods include desk reviews, key informant interviews (with project team, donors, national partners, government, employers, and workers), focus group discussions with beneficiary enterprises, and field visits. Deliverables comprise an inception report draft and final evaluation reports (in English and Arabic), a 3–4 page executive summary, and a PowerPoint presentation. The evaluation is scheduled for Q2 2026. Evaluator Requirements • 7–10 years of experience in development evaluation, specifically private sector and decent work • Knowledge of the Egyptian context • Prior experience with UN and ILO evaluations The Terms of Reference (ToR) list eight specific evaluation objectives and a summary of project achievements.
