Introduction Country: Philippines Description of the Assignment: Under the supervision of the I-LEAD Project Manager and with guidance from the Programme Analyst of the Climate Action Programme Team, the Enterprise Development and Private Sector Engagement Expert will be responsible for the following functions: a. Support the preparation of comprehensive business plans for priority enterprises, including resource mobilization strategies; b. Provide technical assistance for the establishment and operationalization of priority enterprises; c. Conduct investment mapping to identify potential investors and funding sources, including invetment opportunities from Māori institutions and businesses; d. Facilitate partnership building with private sector actors and secure investments for enterprise development; e. In collaboration with the Policy and Institutional Expert, support the development and negotiation of investment agreements and contracts; f. Work with the Policy and Institutional Expert to guide community processes for partnership engagement; g. In consultation with the Indigenous Peoples, Social Inclusion and Community Development Expert, facilitate the design and implementation of community benefit-sharing mechanisms and income allocation/utilization frameworks; h. Coordinate with the Capacity Development Expert to identify training needs for enterprise stakeholders and facilitate delivery of priority training programs through in-house sessions, external service providers, or project partners; i. Prepare a detailed case study documenting the process of developing business proposals, establishing partnerships, and securing investments; j. Contribute to the development of the IP Investment Portfolio and Framework for Renewable Energy Development. QUALIFICATIONS: A bachelor’s degree in economics, entrepreneurship, business administration, finance, marketing, or related fields; an advanced university degree (master’s degree or higher) in the aforementioned fields is an advantage. At least seven (7) years (for master’s degree/PhD) or 10 years (for bachelor’s degree) of working experience in community economic development or social enterprise development, particularly with marginalized or indigenous populations As indicated in CV, must have been involved with: At least two (2) projects on enterprise development, particularly with local or indigenous communities, including preparation and implementation of business plans, resource mobilization strategies, and operationalization of enterprises At least one (1) project applying community benefit-sharing mechanisms and income allocation frameworks for community enterprises At least one (1) project involving investment mapping and partnership building with private sector actors, including negotiation of investment agreements and contracts At least one (1) project designing and implementing enterprise capacity building programs, including training needs assessment, module development, and delivery of enterprise-related training programs At least 7 years of experience on policy and institutional frameworks relevant to enterprise development, BDFEs, renewable energy and Indigenous Peoples’ rights, as well as gender equality and social inclusion principles is desirable. Track record of collaborating and coordinating with various stakeholders such as national government agencies, LGUs, NGOs, academic institutions, civil society, and/or private sector actors; experience with UNDP or similar institutions is an advantage Submission of at least 2 sample works relevant to enterprise development/business planning, investment mapping, benefit-sharing mechanism, and/or training design.
