Tender summary
The United Nations Capital Development Fund (UNCDF) invites applications from licensed insurance institutions in Fiji to design, develop, and pilot a minimum viable Climate and Disaster Risk Insurance (CRI) product for micro, small, and medium enterprises (MSMEs). The initiative places a strong emphasis on expanding access to insurance solutions for women-led businesses and underserved market segments. In line with UNCDF’s commitment to advancing Climate and Disaster Risk Finance and Insurance (CDRFI) solutions, this intervention seeks to strengthen the financial resilience of MSMEs against climate-related shocks and disasters. UNCDF aims to partner with a qualified insurance provider to bring to market an inclusive, scalable, and demand-driven CRI product tailored to the needs of vulnerable enterprises in Fiji. Building on insights from UNCDF’s study of over 800 MSMEs in Fiji, as well as parametric product prototypes developed and consulted with stakeholders in October 2025, the selected institution will lead the end-to-end product refinement, regulatory approval, pilot rollout, and market development. The engagement will focus on product finalization and pilot deployment, alongside awareness building, stakeholder engagement, and evidence generation to inform scalability and long-term sustainability of climate risk insurance solutions in Fiji.
