REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country: Republic of Mozambique Name of Project: Transport Corridors for Economic Resilience (TRACER SOP2) Grant number: IDA-E4810 Job title: Recruitment of Social Specialist (Nampula) Reference Number: 45A000141/CP/12/2026 The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Transport Corridors for Economic Resilience (TRACER SOP2) project and intends to apply part of the resources to consulting services. The consulting services ("the Services") involve support to the project Coordination Unit on social risk management and safeguards matters. The Social Specialist will serve as focal point of all Social risk management aspects of the Project. He/She will ensure Project implementation complies with the World Bank Social Standards under the ESF, on assessment and management of project social risks, labour and working conditions, community health and safety, land acquisition or restriction on land use and involuntary resettlement, stakeholder engagement and information disclosure. The SS will work in close coordination with the PMU Social and GBV Specialist of PMU, ANE IP, Local governments, Private sector, NGO’s and Community-based organizations staff responsible for the implementation of the Project activities. The project's headquarters will be in Nampula. The expected duration of the project is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The SS will report directly to the Project Coordinator. The detailed Terms of Reference (ToR) for the assignment can be obtained atthe following Link: https://drive.google.com/file/d/1i0XL2-eVs1_snl92zmN6H4GC2Hwx-Tec/view The Ministry of Transport and Logistics (MTL) now invites qualified individuals ("Consultants") to express their interest in providing the Services. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work and (ii) a cover letter, specifically addressing how the applicant fulfills each of the mandatory selection criteria listed below. The criteria for selecting the consultant are: Mandatory requirements University Degree in Social Development Studies, Sociology, Anthropology, or a closely related discipline. The SS Specialist shall be a qualified professional with 12 years of experience in social and safety safeguards, including work on at least three (3) relevant projects of similar magnitude and complexity. He/She shall have at least 6 years of experience obtained in conducting and/or preparing and reviewing social impact assessment studies that involve planning and implementing resettlement processes (including livelihoods restoration processes) in at least 3 projects financed by the World Bank or the African Development Bank (AfDB), or any multi-lateral development Bank (MDB) with similar safeguards policies and/or framework over the last 6-12 years. At least 6 years of experience in the preparation or supervision of social risk management instruments for large infrastructure projects that meet the requirements of International Financial Institutions. Knowledge and experience on current national legislation on resettlement and/or compensation processes (including the Bank requirements and/or MDBs), resulting from development projects, labor issues and engagement with stakeholders, including consultation procedures and community participation. At least 3 years of experience working on community or stakeholder engagement programming as well as with vulnerable or traditionally marginalized communities, including women and children. Understanding of social risks related to gender-based violence, SEA/SH, and gender inequalities as well as basic principles surrounding a survivor-centered approach. Understanding of the Mozambica
