GENERAL PROCUREMENT NOTICE Country: P.R. China Project Nam: Green Urban Development Project Practice Area: Environment, Natural Resources & the Blue Economy; Transport; Climate Change; Water Loan No./Credit No./TF No./Grant No.: 9844-CN Project ID No. : P506807 The People’s Republic of China has received financing in the amount of US$250,000,000 equivalent from the World Bank to reduce greenhouse gas emissions and enhance nature-positive urban development in Guiyang, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Part 1: Low Carbon Urban Mobility for Enhanced Livability 1.1Accelerate Non-Motorized Transport(“NMT”) Network Development Increase connectivity of Aha Lake through the development of: (a) NMT investments in the Aha Lake Greenway, including construction of pathways around Aha Lake and connecting lines linking to city-wide green networks; (b) improved NMT connections to the nearby metro stations; and (c) energy-efficient amenities and basic utility and telecommunications and information services networks in the Aha Lake area. 1.2Enhance Public Transit Solutions and Modal Share Enhance public transit system through: (a) upgrading and rehabilitating roads for new bus lines and related infrastructure; (b) introducing public transport infrastructure upgrades, road traffic improvements, and service enhancements in public transport frequency, speed, and route optimization; and (c) introducing bus lines to provide last-mile connections from metro stations. 1.3Enhance Travel Efficiency and User Experience Improve Guiyang urban transport system through: (a) construction/upgrade of connections around Aha Lake to key city thoroughfares to provide direct access to the Aha Lake area; (b) construction of parking areas and reorganization of existing parking around Aha Lake; (c) installation of electric vehicle charging stations; and (d) modernizing intelligent transport systems to include real-time usage, parking and service information for private and public transport. Part 2: Nature-Positive Urban Solutions for Climate Mitigation, Adaptation and Biodiversity 2.1 Improve Water Quality and Flood Control Support improvement of water quality and flood control through: (a) construction and upgrading of sewers, link sewers, stormwater open channels, wastewater pumping stations and wastewater treatment plants; (b) upgrading of ecological buffer zones, restoration of riverbanks and soil erosion control; (c) construction and upgrading of water supply pipelines and a pumping station; and (d) installation of a climate, meteorological, and water quality monitoring system. 2.2Conserve and Enhance Urban Ecosystems and Biodiversity Enhance Aha Lake biodiversity and ecosystem restoration through: (a) restoration of woodlands through structural and nature-based solutions measures; (b) restoration of aquatic ecosystems in Aha Lake and its tributaries by reintroducing endemic fauna and flora; (c) modifying nearshore steep terrain to gentle slopes; (d) biodiversity monitoring for Aha Lake District; and (e) awareness raising activities with respect to fishing, grazing and environmental sanitation practices. Part 3: City-wide Institutional Strengthening for Low-Carbon and Nature-Positive Urban Development 3.1Climate Smart and Nature-Positive Urban Spatial Planning Improve Guiyang’s urban spatial planning through: (a) development of planning modules for ecological management and control, and urban design for Guiyang, (b) technical support for developing urban spatial plans for Aha Lake; and (c) citizen engagement activities. 3.2Research on Carbon Sequestration and Inclusive Low-Carbon Transport Provide technical assistance for development of policies, regulations, and plans on carbon sequestration potential, relevance of carbon market mechanisms and development of inclusive low-carbon t
