Introduction Country: Lao PDDR Description of the Assignment: Task 1: Develop an ODA Reporting Guideline (Including Transparency and Financing Planning Requirements) The consultant will develop comprehensive guidelines, build institutional capacity that strengthens the national ODA reporting system and provides clear instructions for data collection, verification, analysis, and presentation. The consultant also conducts reviews of the existing ODA reporting process, related mechanisms, and digital systems to enhance effectiveness, transparency, data consistency, and usability. Key activities include: · Develop a standardized ODA reporting guideline aligned with national priorities and international reporting standards (e.g. OECD‑DAC). · Identify and map key data sources, including government systems, development partners, and sector-level inputs. · Incorporate requirements that enhance transparency, improve traceability of development financing flows, and strengthen planning for financing development. · Align the guideline with the Vientiane Declaration 2026–2035 and related financing frameworks. · Ensure the guideline clearly defines reporting processes, roles, responsibilities, timelines, and quality assurance steps. The consultant will provide practical coaching and hands-on training for the team responsible to ensure they can independently prepare a complete, accurate, and timely ODA report. Key activities include: · Leading ODA Management Division team in drafting ODA Report 2023-2025. · Deliver training sessions on the ODA Reporting Guideline and international best practices. · Provide continuous coaching on data collection, validation, analysis, and interpretation to strengthen institutional capacity and promote transparent reporting. · Support the drafting process and conduct a detailed review of the draft ODA Report 2023–2025. · Guide the team in incorporating evidence‑based analysis on development financing trends and effectiveness reporting. · Review and provide comments to finalize the ODA Report 2023–2025 drafted by the IFCD. · Draft the ODA report with clear evidence, visuals, and policy informed insight. · Develop the ODA targeted recommendations linked to planning, financing and coordination reforms in line with the assessment and mapping conducted in Task 1. · Prepare a completion report that assesses the team’s capacity, identifies gaps, and recommends capacity-building measures to sustain established institutional capacity. · Conduct a comprehensive review of the current ODA reporting process between MoF, line ministries, and development partners. · Assess the ODA management information systems within MoF (including data granularity, structure, and usability) to determine its ability to support accurate, transparent, and regular reporting with comprehensive data. · Identify system centralization and sustainability, aiming at fitting with MoF’s monitoring and reporting purposes. · Identify bottlenecks and duplication in data collection and reporting that may hinder timely and effective updates. · Recommend ways to simplify the reporting process and reduce administrative burden for ministries, development partners, and donors. The consultant will lead and support the ODA Management Division in presenting the draft and final ODA Report to relevant stakeholders, line ministries, and development partners. The consultant will consolidate feedback and revise the report to produce an inclusive, evidence‑based ODA Report that informs resource mobilization and development financing and contributes to the broader Integrated National Financing Framework (INFF) for the implementation of the 10th National Socio‑Economic Development Plan (2025–2030). The report will also inform dialogue under the Round Table Process and include recommendations to strengthen development partner coordination.
