Summary

BACKGROUND & RATIONALE The Pedagogical Supervision System (SSP) is an essential tool for monitoring, evaluating, and improving the practices of early childhood educators in São Tomé and Príncipe. Its implementation has strengthened educational quality, promoted continuous professional development, and supported evidence-based decision-making. Within the scope of the partnership with the Polytechnic Institute of Bragança (IPB), the need to modernize the SSP was identified in order to make it more functional, intuitive, and data-driven. The proposed upgrade includes the integration of analytical dashboards, the strengthening of user capacities, and the enhancement of visualization functionalities, enabling faster, more comprehensive, and more accessible analyses for supervisors, educators, and decision-makers within the education system. This modernization aims not only to optimize the pedagogical supervision process but also to reinforce a culture of monitoring and evaluation in the pre-school education sector, contributing to more effective interventions aligned with national priorities. PURPOSE AND OBJECTIVE PURPOSE: Strengthen the quality of pedagogical supervision in pre-school education through technological modernization and the enhancement of user competencies within the Pedagogical Supervision System. OBJECTIVE: Improve the performance and usability of the SSP, ensuring more efficient, evidence-based pedagogical supervision integrated into an updated digital environment. SCOPE OF WORK AND KEY TASKS The service provider(s) will carry out the following main tasks: - Capacity Building and User Training - Adapt/Development of Operational Dashboard for Supervisors METHODOLOGY AND TECHNICAL APPROACH. The service provider(s) will: The service provider will apply a streamlined, results-oriented and user-centred methodology, combining remote technical work with one targeted in-person engagement. The approach ensures efficiency, strong collaboration with MECCES, and high-quality delivery of analytical tools and capacity-building activities. 1. Remote Technical Development and System Enhancement Most of the analytical and technical work will be carried out remotely, including: - assessment of the current SSP functionalities and data structures; - development of analytical and operational dashboards; - integration of supervision indicators and automated reporting mechanisms; - iterative prototype testing with MECCES and UNICEF through virtual sessions; - refinement of data flows, visualizations and usability features. The remote model allows for continuous interaction and rapid adjustments while minimizing disruption to ongoing field activities. 2. Co-Creation and User Validation Throughout the remote development process, the provider will engage managers, supervisors and technical teams through virtual consultations. These sessions will be used to: - validate indicators and dashboard layouts; - ensure relevance to operational needs; - incorporate feedback into each iteration. - This participatory approach strengthens ownership and alignment with national priorities. 3. In-Person Technical Workshop and Training Session A single presencial moment will be organized in São Tomé, strategically timed to consolidate progress. This session will focus on: - hands-on testing of the dashboards; - practical training for managers and supervisors; - feedback collection for final refinements; - delivery of updated user guidance materials. This presencial component ensures direct engagement, strengthened capacity and seamless adoption of the upgraded SSP features. 4. Continuous Support and Knowledge Transfer (Remote) - Following the in-person workshop, the provider will continue to offer remote support for: - adjustments and final optimization of the dashboards; - mentoring for system users; - delivery of final documentation, guides and sustainability recommendations.
