Introduction UNDP Vietnam is looking for a qualified National Consultant to provide support to activities on LGBTI Inclusion and other projects under the diversity and inclusion portfolio The LGBTI community in Viet Nam is diverse and vibrant, having strengthened significantly over the years. Viet Nam has made notable progress in improving the legal environment to safeguard the rights of LGBTI persons. Key milestones include the 2014 amendment of the Marriage and Family Law, which decriminalized same-sex marriage, and the 2015 Civil Code mandating the development of a law on legal gender marker changes. In 2022, the Ministry of Health issued a directive instructing healthcare practitioners nationwide to refrain from discriminating against LGBTI persons, in line with the de-pathologization of LGBTI identities under ICD-11. Despite progress, the legal changes in the Marriage and Family Law have not advanced far enough to allow for legal recognition of same-sex relationships, consequently leaving the rights of LGBTI couples behind in terms of child adoption, rightful inheritance, and other legal protections. Furthermore, the draft Gender Affirmation Law has not been issued in accordance with the roadmap of legal document promulgation. However, several laws with direct implications for LGBTI rights are currently under legislative review - including the Law on Adoption (2026) and the Law on Marriage and Family (2027) - presenting a strategic opportunity to advocate for more inclusive provisions. In that context, UNDP Viet Nam seeks to recruit a National Consultant to support and coordinate activities under the LGBTI portfolio and other initiatives within the diversity and inclusion portfolio. The Consultant will be responsible for delivering activities, supporting project design, organizing events, monitoring and evaluation, and providing technical and logistical support as needed. These activities will be implemented under the guidance of the Human Rights and Inclusive Governance Analyst, UNDP Viet Nam. OBJECTIVES · To implement LGBTI Inclusion activities, ensuring high quality of project activities in adherence to UNDP’s standards; · To coordinate and work closely with partners; · To proactively contribute to project design on LGBTI inclusion, LGBTI health equity, and relevant diversity and inclusion topics; · To support youth empowerment activities, including initiatives such as youth discussions, a law tournament, moot court, and a conference on the law on adoption for law students; · To provide administrative and technical support to activities under the LGBTI and Diversity and Inclusion portfolio, including but not limited to youth engagement and gender equality. Period of assignment/services: 241 working days for 12 months (from July 2026 to June 2027).
