Summary
The United Nations Truce Supervision Organization (UNTSO) has a requirement to establish a contract to provide an Early Warning Earthquake Alert Systems at three (3) locations; two (2) at UNTSO HQ in Jerusalem and one (1) at UNTSO Outstation in Tiberias, Israel. The project includes design, supply, installation, testing, commissioning and training, to end users, on the system’s functions and features. The system must provide reliable, real-time earthquake detection and audible or signal alerts to afford staff adequate response time to evacuate offices and building prior to an earthquake. The Contractor shall either design, supply, install, test, commission, and maintain or supply under a leasing or rental arrangement a fully operational Early Warning Earthquake System (EEWS) that can detect seismic events in real-time and issue automated alerts prior to the arrival of damaging seismic waves. The EEWS shall: Detect primary (P) waves and estimate magnitude, intensity, and expected ground motion. Provide automated alerts within 1–5 seconds of detection. Deliver warnings via: o Audible alarms (sirens) o Visual alarms (strobes/display boards) o SMS/email notifications o Automatically trigger pre-configured safety actions. o Provide event logging, analytics, and reporting. Specific Requirements/Information IMPORTANT: 1. Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify contractors that would be interested and eligible to participate in the bidding process when issued. 2. UNTSO reserves the right to change or cancel the requirement during the REOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be invited to participate in the bidding process. Only contractors which in UN's sole discretion are deemed eligible and qualified upon completion of an objective evaluation of their REOI submissions may receive the final tender solicitation documents. 3. Companies interested to be invited to participate in the solicitation process are invited to submit their Expression of Interest and to send a copy of the following documents to the email: sayyam@un.org: A. Brief relevant information about the company including the company's profile, capacity/capability and experience. B. Copy of a valid business/trading license. 4. Companies MUST have working experience in provision of similar goods and services. 5. Note that companies that have previously submitted EOI for similar services with UN must re-submit full documentation as detailed above. 6. UNTSO will examine the outcome of this request for EOI and will consider companies who have expressed their interest by providing the required information as to their ability to fulfill the requirement.
