Summary
UNESCO is seeking to engage a NonGovernmental Organization (NGO) or a Research Institute with proven expertise in education and childfocused research in West Africa to conduct a Situational Analysis on talibés and parental attitudes toward Qur’anic centers in GuineaBissau, between June and September 2026. The selected organization will be tasked with undertaking a comprehensive review of policies, legislation, and existing research on Qur’anic education, while simultaneously designing and implementing mixedmethods research that integrates both qualitative and quantitative approaches. This line of inquiry should be coherent, combining interpretative perspectives with empirical evidence. Fieldwork will be carried out in selected regions, including Bissau, Bafatá, Gabú, and Oio, with data collection tools adapted to culturally sensitive contexts. The organization will engage diverse stakeholders through semistructured interviews, focus groups, structured observation of centers, and, where relevant, surveys. The process will culminate in the production of a draft report containing evidencebased, actionable recommendations, followed by the organization of a validation workshop that brings together key stakeholders to review and refine the findings. Demonstrated experience in conducting similar studies in Africa is strongly preferred.
