Introduction Country : Kazakhstan Description of the Assignment: Consultant on phytosanitary and plant quarantine Period of assignment: 50 working days including travel Place of Work: Home based with field missions to the regions Contract type: Individual Contract PROJECT DESCRIPTION The United Nations Development Programme in Kazakhstan (UNDP), in partnership with the Ministry of Agriculture of the Republic of Kazakhstan, is implementing the UNDP-GEF project " Promotion of sustainable food systems and improved ecosystems services in Northern Kazakhstan Landscape" (hereinafter referred to as the Project), aimed at promoting the large-scale introduction of effective land management technologies and environmental approaches, as well as promoting green value chains for reducing the degradation of productive agricultural lands and associated valuable ecosystems in the landscape of Northern Kazakhstan. SCOPE OF THE WORK The overall objective of the Consultant on phytosanitary and plant quarantine is to enhance the efficiency, transparency, and alignment of Kazakhstan’s phytosanitary control system with international standards. In particular, the Consultant will: 1. Conduct a comprehensive audit of the phytosanitary system, including: Inspection and enforcement functions in the area of plant quarantine Operations of phytosanitary border posts at crossings with third countries Laboratory infrastructure and diagnostic capacity for quarantine pests Regulatory and institutional framework 2. Develop practical recommendations to improve the phytosanitary control system; 3. Propose measures for modernization of the service, including legislative amendments and investment needs. ----------------------------------------------------------------------------------------------------------------------- Proposal should be submitted directly in the portal no later than indicated deadline.
