The New Plymouth District Council (NPDC) is seeking information from experienced providers to inform the development of a feasibility study for a potential second crossing of the Waiwhakaiho River and associated transport interventions to support growth in the Smart Road Future Urban Zone and the wider SH3 corridor. This Request for Information (RFI) is intended to support early engagement with the market and to test assumptions, approaches, and delivery considerations ahead of developing a formal Request for Proposal (RFP). It is not a competitive tender and will not result in the award of a contract. We invite potential suppliers to respond to this RFI by sharing their insights, experience, and professional feedback. Your responses will help NPDC better understand how this feasibility study could be scoped, resourced, and delivered, and what information and analysis will be required to support robust decision‑making. This RFI provides an opportunity for open and constructive dialogue. Respondents are encouraged to answer candidly and comprehensively, drawing on relevant experience with complex transport, land‑use, and infrastructure feasibility studies. By engaging with us at this early stage, you will help NPDC to: - Identify practical and innovative approaches to assessing transport and growth-related challenges - Understand key risks, constraints, and opportunities, including technical, planning, and delivery considerations - Clarify commercial, resourcing, and sequencing considerations for a feasibility study of this nature - Test NPDC’s assumptions about scope, methodology, technical inputs, and deliverables - Ensure the future RFP is clear, proportionate, and attractive, supporting competitive, high‑quality proposals and strong value for money Using the link below, please follow the instructions on the main screen of how to set up your organisation to access TenderLink (if you are not already registered).
