NOTICE OF INVITATION TO BID STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION BID NO. BDC23-25/26 The Department of Environmental Protection, Bureau of Design and Construction is soliciting formal, competitive, sealed bids from Contractors licensed to work in the jurisdiction for the project listed below. PROJECT NAME : DEP Annex - Building BL700 012 - Metal Roof Repairs BID SUBMITTAL DUE DATE : No later than 3:30 pm (ET), Wednesday , May 20, 2026 , to the below address: Florida Department of Environmental Protection, Bureau of Design and Construction, 3800 Commonwealth Boulevard, MS #520, Tallahassee, Florida, 32399-3000, Attention: Alisha Sadler, Bureau of Design and Construction, (850) 245-3127. (For hand delivery: Carr Building, Welcome Desk.) The Department reserves the right to reject any or all bids. BID POSTING DATE : No later than 3:30 pm (ET), Wednesday , May 27, 2026 , unless extended by the Department for good cause. INSTRUCTIONS : Documents for this bid will be available for download on Thursday, April 30, 2026. Any firm desiring a Project Manual with the plans for this project may obtain directions by emailing BDC_Contracts@dep.state.fl.us . SCOPE OF WORK : Base Bid: Contractor shall provide all labor, materials, equipment, supervision and permitting to repair the DEP Annex building (BL700 012) per the contract documents. Alternate #1: Contractor shall provide all labor, materials, equipment, supervision and permitting to provide new roof decking from truss #3 to #9 to match existing, attach with neoprene washer galvanized screws. Builder’s Risk is required for this project and must be included in bid price. Note: Bidder Prequalification is required for all bids. Each bidder shall provide a copy of its biennial pre-qualification letter from FDEP’s Bureau of Design and Construction. To request a pre-qualification letter, the bidder should email BDC_Contracts@dep.state.fl.us . If not pre-qualified, the bidder must submit a current State Contractor license certification or registration and current Corporate Charter registration with the bid. NOTICE OF RIGHTS: Notice of Intent to Protest the Bid Specifications must be filed with (received by) the Agency Clerk, Lea Crandall, Department of Environmental Protection, Office of General Counsel, 3900 Commonwealth Boulevard, MS #35, Tallahassee, Florida, 32399-3000, (850) 245-2242, FAX (850) 245-2303, Lea.Crandall@dep.state.fl.us, during the 72-hour period after Bid Specifications are posted on the Vendor Bid System. Failure to file a Notice of Intent to Protest or a formal, written Protest in accordance with Rule 28-110, F.A.C., within ten days after the 72-hour period ends, as pre­scribed in Section 120.57(3), Florida Statutes, shall constitute a waiver of your right to an administrative hearing on the Bid Specifications under Chapter 120, Florida Statutes. Rules for bid protests can be found in sections 120.569 and 120.57, F.S., and Chapter 28-110, Florida Administrative Code. A bid protester shall comply with these statutes and rules.
