The Layer 5 Jackets are procured in accordance with GL-PD-06-05B, dated 9 March 2015, pattern dated 7 May 2010.</p> <p></p> <p>This subject procurement will be for one term with an 18-month ordering period with the following quantities:</p> <p></p> <p><strong>100% Total Small business Set-Aside</strong></p> <p></p> <p><strong>18-Month Term</strong></p> <p><strong>Contract Minimum: 32,784 EA</strong></p> <p><strong>Contract Estimated Quantity: 131,136 EA</strong></p> <p><strong>Contract Maximum: 163,920 EA</strong></p> <p></p> <p>The proposed solicitation will result in a firm-fixed price, indefinite-delivery/indefinite-quantity (IDIQ) type contract. The contract will consist of one term with an 18-month ordering period.</p> <p></p> <p>This solicitation will be evaluated under best value, trade-off source selection procedures with the following evaluation factors:</p> <p></p> <p>1) Product Demonstration Models (PDMs)</p> <p>2) Past Performance Confidence Assessment</p> <p>3) Price</p> <p></p> <p>Offerors are required to include Product Demonstration Models (PDMs).</p> <p></p> <p>FOB: DESTINATION</p> <p>Inspection/Acceptance: ORIGIN</p> <p></p> <p>Delivery Destination:&nbsp;&nbsp; VSTJ, VSTG, VSTZ</p> <p></p> <p>Production Lead Time (PLT) is 150 days for the first delivery order and 120 days for subsequent orders.</p> <p></p> <p>It is anticipated this solicitation will be posted to the <strong>DLA Internet Bid Board System (DIBBS) on or after May 14, 2026.</strong>&nbsp; All offerors MUST be registered in the System for Award Management (SAM).&nbsp; All responsible sources may submit offers which, if received in timely fashion, shall be considered.</p> <p></p> <p><strong>Important Note on Foreign Content:</strong><br /> The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as &quot;The Berry Amendment&quot; impose restrictions on the DoD&#39;s acquisition of foreign products and services.
