<p><strong>Synopsis of Proposed Dredging - Maintenance Dredging of Sandy Hook Channel, New York Harbor, Federal Navigation Project.</strong></p> <p><strong>Background Information </strong></p> <p>The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the New York Harbor, Sandy Hook Federal Navigation Channel. The dredged material would be dredged and subsequently transported to and placed at the Sea Bright Offshore Borrow Area (SBOBA), 5 miles southeast of Sandy Hook Point, NJ. The proposed maintenance dredging would remove approximately 190,000 cubic yards of selected critical shoals from the Sandy Hook Channel. Dredging would be required to a depth of -35 feet Mean Lower Low Water (MLLW) plus 2 feet of allowable overdepth. The dredged material is expected to consist primarily of sand and gravel.</p> <p>The purpose of the proposed work is to alleviate the effects of shoaling and restore the authorized project dimensions, thereby providing safe and economical use of Sandy Hook Channel by military, commercial and recreational boating interests while providing future beneficial use of the dredged material.</p> <p>Based on past dredging cycles, it is recommended that the proposed work only be performed by utilizing a mechanical dredge with a clamshell bucket. Additionally, multiple ocean-going barges, tug boats and ancillary equipment will be needed to perform the dredging, transport and placement activities. The entire channel will generally not require maintenance dredging; only areas where shoaling has reduced the depth of the channel will require dredging. The dredged material would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the placement site is located.</p> <p>The Contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed, and to prosecute said work diligently and to complete all basic work ready for use not later than ninety (60) calendar days after the receipt by him of the notice to proceed (NTP).&nbsp; The contractor is required to maintain an integrated production of at least 8,000 cubic yards per calendar day.</p> <p>The work is estimated to cost between $1,000,000 and $5,000,000.&nbsp; Solicitation for the subject project is expected to be available in June 2026, with bid opening in July 2026.&nbsp; It is the intention of the government to award in August 2026 and issue the NTP within fourteen (14) calendar days of the award date.</p> <p>Liquidated Damages of $3,260.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.</p> <p>This is an unrestricted Procurement.</p> Solicitation Number: W912DS26BA016 Type: Presolicitation Base Type: Sources Sought NAICS: 237990 Classification Code: Y1KF Response Deadline: 2026-05-14T17:00:00-04:00 Office Address: NEW YORK, NY Place of Performance: Highlands, New Jersey, 07732 POC: Brian Winters, brian.h.winters@usace.army.mil POC: Nicholas P.
