Tender summary
The National Park Service intends to issue a sole source contract award to ERO Resources Corporation for "follow-on" services to deliver specialized wetland science and regulatory compliance support to Grand Teton National Park (GRTE), the Intermountain Regional Office (IMRO), and the NPS Park Planning and Special Studies (PPSS) Branch to support a priority of the Secretary of Interior (SOI). Services include completing a sub-meter accurate wetland delineation across approximately 195 acres within the Moose-Wilson Road corridor in GRTE, encompassing all Waters of the United States (WOTUS) and non-WOTUS wetland habitats. Work will follow the U.S. Army Corps of Engineers (USACE) 1987 Wetlands Delineation Manual and the Western Mountains Regional Supplement, as well as the National Park Service (NPS) wetland identification standards under the Federal Geographic Data Committee (FGDC) classification system and Director's Order 77-1.<br/><br/>The contractor will conduct a quantitative Wetland Functional Assessment meeting the requirements of both USACE and the NPS Wetlands Program. The contractor will also prepare and submit a request for a Preliminary Jurisdictional Determination and support USACE field verification. Following completion of the fieldwork and assessments, the contractor will prepare a comprehensive Wetland Delineation Report and a Wetland Statement of Finding to support Clean Water Act compliance, NPS policy requirements, and long-term resource management decisions.<br/><br/>Work under this contract includes project management, field data collection by a certified Professional Wetland Scientist, reporting, coordination with regulatory agencies, adherence to NPS timelines, and travel to GRTE as needed.<br/><br/>Any firms who take exception to this notice and/or who are capable and interested in performing this requirement shall contact the Contracting Officer, Mr. Cole Johnson, at Cole_Johnson@NPS.Gov or Cole_Johnson@ios.doi.gov before the closing date and time of this notice on 5/1/2026 by 5PM ET.
