Tender summary
The WFP Human Resources Career Management Unit (Capability Development Team) seeks to award multiple Long-Term Agreements (initially for 3 years) with capable suppliers for the provision of learning programme design and development services across the learning value chain. WFP invites eligible suppliers to express their interest in providing services in one or more of the following areas : Learning Consulting Services e.g. develop learning strategies, provide consulting services for the creation of learning interventions, provide support in conducting learning needs analyses and other analyses. Learning Design and Content Creation e.g. instructional design services for creation and build of bespoke initiatives (face-to-face; virtual, e-leaning, blended learning programmes, live simulations, instructional materials, videos, facilitator guides and communication material) including translation of content. Off‑the‑shelf eLearning libraries and eLearning content aggregation e.g. provide direct access to a comprehensive catalogue of pre‑built digital learning content either produced by the vendor or sourced from multiple specialist providers. The service should support the consolidation, licensing, and management of high‑quality, ready‑made eLearning courses covering a broad range of subject areas and learning formats consolidated into a single, searchable catalogue. The content library must be easily integrated with the organisation’s learning management platform, based on Workday Learning, to ensure ease of access, interoperability, and a seamless learner experience. Learning Delivery and Facilitation e.g. face-to-face, virtual, online, blended learning programmes, including delivery in WFP official languages (e.g. English, French, Spanish, Arabic and Portuguese). Facilitation services include trainings, workshops, team building activities, team support sessions, etc. Leadership Development e.g. provide leadership models and theories, needs analysis, programme design, content development, virtual and face-to-face delivery. Coaching and mentoring e.g. individual mid-level coaching, executive coaching, team coaching, language coaching, assessment, feedback and reporting, mentoring programme design and support. Programme-Project Management and Administration e.g. end-to-end programme management services including learner enrolment, communications, follow-up and tracking of learner activities in programmes, administration of learning evaluation activities, as well as project management required to deliver any learning initiative. Assessments e.g. different types of validated tools that assess personality, EQ, interpersonal skills, scenario management, etc, assessment centres, learning assessments and feedback tools. Employee engagement support : design and implementation of end-to end team transformation programs to support teams through change, strengthen employee engagement and foster ways of working that align with WFP behaviours. The purpose of this EOI is to identify suppliers with verified technical and financial capacity to provide learning Programme design, development and related services .
