Purpose</strong></p> <p class="sam-rich-text-editor-indent-a">The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB), is conducting market research to identify contractors capable of supporting <strong>emergency response operations</strong> within the <strong>Baltimore Area of Responsibility (AOR)</strong>.</p> <p class="sam-rich-text-editor-indent-a">This effort supports establishment of an <strong>Emergency Contractor Call List (ECCL)</strong>&mdash;a rapid-response communication tool to identify <strong>available, capable, and right-sized contractors</strong> able to mobilize quickly during contingency events.</p> <p></p> <p><strong>2. Geographic Restriction (Mandatory)</strong></p> <p>This notice is <strong>restricted to firms located in and capable of performing within the USACE Baltimore District AOR</strong>, including:</p> <p class="sam-rich-text-editor-indent-a">Maryland</p> <p class="sam-rich-text-editor-indent-a">Washington, D.C.</p> <p class="sam-rich-text-editor-indent-a">Northern Virginia</p> <p class="sam-rich-text-editor-indent-a">Central and Eastern Pennsylvania</p> <p class="sam-rich-text-editor-indent-a">Southern New York (limited areas)</p> <p class="sam-rich-text-editor-indent-a">Portions of West Virginia</p> <p>Further identified in the link provided.</p> <p></p> <p><strong>3. Capability of Interest</strong></p> <p>USACE is seeking capabilities in one or more of the following industries (&quot;other&quot; provided in the link):</p> <p class="sam-rich-text-editor-indent-a">Construction</p> <p class="sam-rich-text-editor-indent-a">Debris removal and disposal</p> <p class="sam-rich-text-editor-indent-a">Temporary power and generator support</p> <p class="sam-rich-text-editor-indent-a">Structural stabilization and shoring</p> <p class="sam-rich-text-editor-indent-a">Flood response, dewatering, and pumping</p> <p class="sam-rich-text-editor-indent-a">Temporary roofing (e.g., blue roof)</p> <p class="sam-rich-text-editor-indent-a">Environmental remediation (mold, hazmat, wastewater)</p> <p class="sam-rich-text-editor-indent-a">Marine and waterway construction/towing</p> <p class="sam-rich-text-editor-indent-a">Heavy equipment and general construction</p> <p class="sam-rich-text-editor-indent-a">Emergency utility restoration</p> <p class="sam-rich-text-editor-indent-a">General labor support</p> <p></p> <p><strong>4. ECCL Intent</strong></p> <p>The ECCL is intended to:</p> <p class="sam-rich-text-editor-indent-a">Enable rapid identification and communication with contractors&nbsp;</p> <p class="sam-rich-text-editor-indent-a">Support accelerated emergency contracting timelines</p> <p class="sam-rich-text-editor-indent-a">Improve response efficiency at the point of need</p> <p>The ECCL:</p> <p><strong>Is not a prequalification program</strong></p> <p><strong>Does not guarantee contract awards</strong></p> <p><strong>Will not be used for source selection</strong></p> <p></p> <p><strong>5.
