Summary
This targeted analysis aims to strengthen the evidence base for resilience-oriented territorial governance in the Baltic Sea Region by developing a comprehensive analytical framework for assessing and operationalising territorial resilience across both terrestrial and maritime spaces. ESPON Baltic ReSeaLand will operationalise territorial resilience in the BSR through a set of indicators to measure adaptive capacity, vulnerability, and exposure across both land and sea; territorial analyses highlighting resilience patterns, hotspots, and critical areas requiring targeted interventions; and methodological guidelines to integrate resilience considerations into spatial planning, policy design, and cross-sectoral governance. It will also produce actionable, evidence-based recommendations enabling integrated, proactive, and strategic planning across terrestrial and maritime spaces.
