Tender summary
HSA seeks responses from qualified agencies to operate one of or both of the following TAY programs: an interim housing program and a RRH program. HSA previously contracted with a community-based organization to operate a 10-bed TAY interim housing program in Redwood City and a TAY RRH program. That organization ceased operations in July 2025, and the County is establishing a new TAY interim housing program and new TAY RRH program. Interim housing services will include housing-focused case management, facility operation, food services, linkages to clinical services as appropriate, and additional related services as requested by the County. The goal of the housing plan will be to address the client’s current barriers and to transition the client to a more permanent housing situation within 150 days of program enrollment. The County has acquired a six-bedroom, four-bathroom single family home in unincorporated San Mateo County, located near the City of Redwood City, for the purpose of providing shelter and services. The County will continue to own and provide maintenance services for the interim housing facility. The purpose of the RRH program is to return people experiencing homelessness to permanent housing as quickly as possible and help them develop and implement strategies to ensure housing stability after the RRH program ends. The RRH program will provide housing identification assistance, time-limited flexible rental assistance, and case management services. Clients are not required to enter shelter to receive services; when clients are referred to the program, they may be in a shelter or they may be unsheltered. Both programs will be required to provide applicable reports, performance measure data, and invoices with supporting documentation.
