Tender summary

The City of Seattle is soliciting bids to establish a contract with a qualified vendor to provide outdoor Litter, Recycling, and Food Waste Cans (herein referred to as “Cans”) to serve the varied needs of Seattle neighborhoods. The City of Seattle’s Public Place Litter and Recycling (PPLR) Program, managed by Seattle Public Utilities (SPU), has been in existence since the late 1990s. SPU currently has over 1,100 Cans placed throughout Seattle. SPU seeks effective Cans to improve the overall cleanliness of the community with features preventing improper use, graffiti, illegal dumping, and theft of Cans and their parts. While the majority of purchases will be Cans as described in section 4.1 Specifications, SPU also welcomes optional bids for a specific Victor Stanley model or its Approved Equal for occasional purchase. The City has held a successful contract for these goods since 2018. However, all extension options for the existing contract have been exhausted so the City is returning to the marketplace to solicit bids for these goods. The existing contract will expire once a new agreement is executed under this solicitation. In 2025 the City spent approximately $300,000 on these goods. SPU typically orders 100-150 new Cans per year. These estimated quantities are for planning purposes only and do not guarantee a purchase volume.
