The emergency bypass will provide a resilient, dedicated pathway that allows the City to maintain safe and continuous operations even under extreme conditions, while also enabling rehabilitation of aging infrastructure such as the existing 72‑inch influent pipe and screen building. With preliminary construction components outlined in the Bid Form—including major utility work, deep excavation, FRP pipeline installation, bar screen construction, and restoration—the City seeks a contractor capable of executing complex wastewater infrastructure work in a congested, operational plant environment.
