BOX 341, KAMPALA, UGANDA TELEPHONES: General Line 0417 770500, Web: www.opm.go.ug , E-mail: ps@opm.go.ug GENERAL PROCUREMENT NOTICE UGANDA Development Response to Displacement Impacts Project Phase II (DRDIP-II) Credit No.: 7778-UG | Grant No.: E4420-UG Project ID: P510476 The Government of the Republic of Uganda has received financing in the amount of US$328 million equivalent from the International Development Association (IDA) toward the cost of the Development Response to Displacement Impacts Project Phase II (DRDIP-II). The Government intends to apply part of the proceeds to payments for goods, works, non-consulting services, and consulting services to be procured under this project. The project comprises the following components: Component 1: Social and Economic Services and Infrastructure This component will support the construction, rehabilitation, upgrading, and maintenance of priority basic service infrastructure. Investments will benefit both refugees and host communities and support the transition roadmap for integration into national education, health, and water supply systems. Component 2: Integrated Natural Resource Management This component will finance interventions aimed at environmental restoration and protection to address ecosystem degradation in Refugee Hosting Districts (RHDs), exacerbated by climate change and increased pressure from refugee and host community activities, including deforestation. Component 3: Economic Opportunity This component will enhance economic opportunities in priority value chains and strengthen production and market participation among refugees and host communities. It aligns with Government priorities under the National Development Plan IV (NDP IV), focusing on agri-business development, value addition, entrepreneurship, and increased household incomes. Component 4: Project Management, Accountability Systems, and Coordination This component will support project management, coordination, communication, monitoring and evaluation (M&E), learning, and systems for transparency, accountability, and anti-corruption. Component 5: Contingent Emergency Response Component (CERC) This component will allow for rapid reallocation of project funds in the event of an eligible emergency. If activated, it will finance emergency response and early recovery activities. Procurement of contracts financed by the World Bank will be carried out in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) and is open to all eligible firms and individuals as defined in the Procurement Regulations. Following project negotiations, the World Bank will publish the agreed initial Procurement Plan and all subsequent updates on its external website upon issuance of a No Objection. Specific procurement notices for contracts subject to open international competitive procurement will be published, as they become available and on the World Bank’s external website , and in national print media, including New Vision and Daily Monitor . Prequalification/Initial Selection may be required for selected contracts, which will be specified in the relevant procurement notices.
