REQUEST FOR EXPRESSIONS OF INTEREST The Expression of Interest along with all relevant documents should be submitted online on https://eproc.rajasthan.gov.in before the due date and time. i.e. 08.07.2026 15.07.2026 upto 11:30 Hrs IST. Expression of Interest (EoI) in sealed envelope, complete in all respect, shall be submitted :- On e-proc portal, on or before 08.07.2026 15.07.2026 by 11:30 Hrs. IST. The EOI shall be opened on 08.07.2026 15.07.2026 by 15:30 Hrs. IST in the office of the Member (Technical) RSHA Rajasthan Jaipur in the presence of applicants who choose to be present. The firm should have minimum experience as Project Supervision Consultant / Independent Engineer / Authority's Engineer for 2/4/6-laning or bridge projects of aggregate length 2,688 km or more of similar category for which REOI is invited. The firm should have an updated average annual turnover of 67 Crore or more from consultancy business during the last three financial years. 1 (b) The firm should have minimum experience as Project Management Consultant (PMC) for at least one similar category 2/4/6-laning road project of length 359 km or more. (as per Procurement Plan): P501071 Assignment Title: Consultancy Services as Project Management Consulting Services The Government of Rajasthan (GoR) through the Govt. of India (GoI) has applied for a second loan to be financed from World Bank through Multi-tranche approach and applied for a loan of US$225 Million from the World Bank to meet the cost of Rajasthan Highway Modernization Project (RHMP) for improvement and up-gradation of State road network and strengthening its Road Sector management capacity. Part of this financing will be used for eligible payments for the Project Management Consulting Services . The Consulting Services (“the Services”) include the provision of technical and managerial support to the Project Management Unit (PMU) in RSHA to implement RHMP. The support is sought through a consulting firm with various field of expertise interalia, engineering design, quality assurance, contract management including dispute resolution, procurement and financial management, social and environmental safeguards, road safety, gender mainstreaming, monitoring and evaluation and reporting. The total estimated implementation period will be five (05) years. The Indicative Terms of Reference (TOR) for the assignment are attached at Annexure-I .
