Architect-Engineer (A-E) Services IDIQ for Offutt AFB

<p>The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, is issuing a Combined Synopsis/Solicitation for Architect-Engineer (A-E) services in accordance with the Brooks Act (FAR Subpart 36.6).</p> <p>The Government intends to award up to four (4) single-award, Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to provide a full range of multi-disciplinary Title I, Title II, and other specialized engineering services. These services will support sustainment, restoration, modernization, and new construction projects primarily at Offutt AFB and its associated off-site facilities in eastern Nebraska.</p> <p><strong>Acquisition Strategy &amp; Contract Structure:</strong></p> <ul> <li><strong>Set-Aside</strong>: This acquisition is a 100% Total Small Business Set-Aside.</li> <li><strong>NAICS Code:</strong> 541330 (Engineering Services), with a Small Business Size Standard of $25.5 Million.</li> <li><strong>Period of Performance:</strong> Each contract will consist of a five (5) year base period and one (1) five (5) year option period.</li> <li><strong>Contract Ceiling:</strong> The maximum capacity for each IDIQ contract is $49,000,000.</li> </ul> <p><strong>Pool Structure:</strong></p> <p>To ensure the Government has access to highly specialized expertise, the contracts will be awarded across four (4) distinct pools of work. A firm may submit qualifications for one or more pools; however, a firm will only be awarded a maximum of one (1) contract.</p> <p>The pools are:</p> <ul> <li>Pool 1: Specialized Engineering &amp; Consulting (e.g., Blast, RF Shielding, SCIF/SAPF, Acoustics)</li> <li>Pool 2: Mechanical &amp; Electrical Engineering</li> <li>Pool 3: Civil &amp; Structural Engineering</li> <li>Pool 4: Architecture &amp; Renovation</li> </ul> <p><strong>Key Requirements:</strong></p> <p>Offerors are advised that this solicitation includes stringent mandatory pass/fail requirements that must be met at the time of submission, including:</p> <ol> <li>A geographic requirement for a design office located within a 200-mile radius of Offutt AFB.</li> <li>A requirement to possess a current Cybersecurity Maturity Model Certification (CMMC) Level 2 self (or higher) in the Supplier Performance Risk System (SPRS).</li> </ol> <p><strong>Submission Instructions:</strong></p> <p>This is NOT a Request for Proposal (RFP).
