Section listed “224217” is a typo and should be changed to “224216”.</p> <p>2. REPLACE page 1 only of Specification Section 011000 with the attached, which changes paragraph 1.1.B.1 - revised to read “Binghamton Federal Building &amp; Courthouse 1 st Floor Build-Out”.</p> <p>3. REPLACE Drawing Sheet AE600 with the attached revised Drawing Sheet AE600 with “Door Hardware Schedule” information included.</p> <p>4. REPLACE Drawing Sheet AE-601 with the attached revised Drawing Sheet AE601, clarifying a typo on the Room Finish Schedule – “PNT4” should be “PNT2”.</p> <p>The following Attachments are incorporated: 1. Drawing Sheet AE-601 5. 47PC5326R0002 RFI Responses Binghamton 1st Floor Build-out</p> <p><strong>The due date for proposals is extended to May 4, 2026 at 4:00 PM Eastern</strong>.</p> <p>Amendment 2:</p> <p>The purpose of this amendment is to <strong>extend the due date for proposals to 5/1/2026</strong>. </p> <p>This will allow time to provide responses to questions received. An additional amendment will be forthcoming with the responses to questions received. </p> <p>Amendment 1: </p> <p>The purpose of the amendment is to include the SF1442 and the site visit sign in sheet. </p> <p>Offerors are reminded their SAM registration status must be “Active”, at the time their offer is submitted, to be considered for award (see FAR 52.204-7). Offerors submitting a proposal in response to this Solicitation shall complete electronic Annual Representations and Certifications in conjunction with required Entity registration in System for Award Management (SAM), accessed via System for<br /> Award Management. Offerors shall also submit with their proposal, the completed provisions identified in Section IV<br /> of the solicitation.</p> <p>_________________</p> <p>The General Services Administration (GSA), Public Buildings Service, Upstate Service District, intends to procure construction services for the build-out of the 1st Floor at the <strong>Binghamton Federal Building and U.S. Courthouse</strong>, located at 15 Henry Street, Binghamton, New York 13901.</p> <p><strong>Site Visit is scheduled for Tuesday, April 14, 2026.</strong></p> <p>This project involves the furnishing of all materials, equipment, labor, and supervision to complete the work described in the contract documents, including drawings and specifications developed by N.K. Bhandari Architecture & Engineering, P.C.</p> <p><strong> </strong>The total renovated space is approximately <strong>3,015 Sq. Ft.</strong> and will be constructed as a <strong>Sensitive Compartmented Information Facility (SCIF)</strong>. Base interior work includes, but is not limited to: demolition, abatement, new walls, hard ceiling, doors, casework, woodwork, flooring, plumbing, electrical, IT, fire protection, and mechanical work.</p> <p><strong>Qualification Requirements</strong></p> <p>Interested contractors must meet the following minimum qualifications:</p> <ul> <li><strong>Experience:</strong> Minimum 8 years of successful experience in comparable projects (size, complexity, and scope).</li> <li><strong>Past Performance:</strong> <ul> <li>All three required past performance projects must have a minimum award value of <strong>$1,500,000</strong>.</li> <li>At least one of the three required past performance projects must be SCIF construction, performed as the General Contractor.</li> </ul> </li> <li><strong>Key Personnel Experience:</strong> The Project Manager and Superintendent must each have a minimum of 8 years of experience in their respective positions.</li> <li><strong>Prohibition:</strong> The Company owner may not serve as the Project Manager.</li> </ul> <p><strong>Special Requirements</strong></p> <p>The contractor must adhere to the following special conditions:</p> <ul> <li><strong>Security:</strong> All personnel must meet HSPD-12 security requirements and any additional customer agency requirements.</li> <li><strong>Site Conduct:</strong> Cell phones and transmittal devices are prohibited on the project site.</li> <li><strong>Scheduling:</strong> Loud or disruptive work must be performed off-hours at <strong>no additional cost</strong> to the Government.</li> <li><strong>Coordination:</strong> The Contractor is responsible for coordinating all building shut-offs and roof penetrations with GSA Building Management and the Security Division Access Control (SDAC).</li> </ul> Solicitation Number: 47PC5326R0002 Type: Solicitation Base Type: Solicitation NAICS: 236220 Classification Code: Z2AA Response Deadline: 2026-05-04T16:00:00-04:00 Office Address: Washington, DC Place of Performance: Binghamton, New York, 13901 POC: James Berring, james.berring@gsa.gov
