<p><strong>NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT</strong></p> <p><strong>AGENCY:</strong> U.S. Department of Health and Human Services (HHS)<br /> <strong>OPERATING DIVISION:</strong> Indian Health Service (IHS)<br /> <strong>ACTION:</strong> Notice of Intent to Award Sole Source Contract</p> <p><strong>AUTHORITY:</strong> FAR 6.302-1 &ndash; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; FAR 12.201-1 &ndash; Acquisition of Commercial Products and Commercial Services</p> <p><strong>NAICS CODE:</strong> 541519: Software installation services, computer<br /> <strong>PSC CODE:</strong> 7G21: IT and Telecom - network: digital network products (hardware and perpetual license software)</p> <p><strong>DESCRIPTION OF REQUIREMENT</strong></p> <p>The Indian Health Service (IHS), Great Plains Area, intends to award a firm-fixed-price sole source contract for the upgrade and modernization of existing Physical Access Control Systems (PACS) across multiple IHS facilities.</p> <p>This requirement includes the upgrade of <strong>Lenel HSPD-12 / FIPS 201-3 compliant Physical Access Control Systems</strong>, including hardware replacement, software licensing, installation, configuration, and testing at fifteen (15) IHS facilities located throughout the Great Plains Area.</p> <p><strong>PURPOSE AND OBJECTIVE</strong></p> <p>The purpose of this acquisition is to ensure compliance with <strong>Homeland Security Presidential Directive 12 (HSPD-12)</strong> and <strong>Federal Information Processing Standard (FIPS) 201-3</strong>, while modernizing physical security infrastructure across IHS healthcare facilities.</p> <p>This effort will:</p> <ul> <li>Replace obsolete Lenel controllers and hardware</li> <li>Upgrade to HID Signo PIV readers</li> <li>Implement Lenel PIV authentication licenses</li> <li>Eliminate dependency on Physical Access Modules (PAM)</li> <li>Enable direct Federal Bridge connectivity</li> <li>Maintain uninterrupted access control operations during transition</li> </ul> <p>These upgrades are critical to safeguarding federal facilities, patients, staff, and sensitive information, while ensuring standardized and secure access control systems.</p> <p><strong>SCOPE OF WORK (SUMMARY)</strong></p> <p>The Contractor shall provide all labor, materials, equipment, and supervision necessary to:</p> <ul> <li>Replace existing Lenel controllers with current-generation models (X4420 and 1320-S3)</li> <li>Remove and replace existing HID PIV readers with HID Signo readers (134 total units)</li> <li>Provide and install Lenel PIV authentication licenses</li> <li>Configure systems within the existing Lenel OnGuard platform</li> <li>Migrate existing cardholder data and permissions</li> <li>Perform full system integration, testing, and validation</li> <li>Ensure compliance with all applicable federal and industry standards</li> </ul> <p>Work will be performed across fifteen (15) IHS facilities in North Dakota and South Dakota, including hospitals and health centers within the Great Plains Area.</p> <p><strong>JUSTIFICATION FOR SOLE SOURCE</strong></p> <p>The Government intends to award this requirement on a sole source basis to a contractor authorized and certified by <strong>LenelS2</strong> to provide proprietary hardware, software, licensing, and system integration services.</p> <p>The existing infrastructure is based on the <strong>Lenel OnGuard system</strong>, which requires:</p> <ul> <li>Proprietary Lenel hardware and controllers</li> <li>Manufacturer-specific software licenses and configurations</li> <li>Certified technicians with access to proprietary technical data</li> <li>Integration with existing Federal Bridge PIV authentication systems</li> </ul> <p>Only an authorized Lenel integrator possesses the required access to proprietary systems, software licensing, and technical expertise necessary to ensure compatibility, security compliance, and continuity of operations.</p> <p>Award to any other source would result in unacceptable risks, including system incompatibility, security vulnerabilities, disruption to facility operations, and failure to meet federal compliance requirements.</p> <p><strong>PERIOD OF PERFORMANCE</strong></p> <p>The anticipated period of performance is <strong>six (6) months from date of contract award</strong>.</p> <p><strong>THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES</strong></p> <p>This notice is for informational purposes only.
