The current third generation (ADDP3) contract expires on April 30, 2029. This announcement is intended to provide interested parties with information on the anticipated procurement.</p> <p><strong><u>Disclaimer</u></strong>:</p> <p>This announcement does not constitute a commitment, implied or otherwise that a solicitation or contract will be issued. Interested parties will have opportunity to seek clarification from the Government with any questions (particularly those pertaining to evaluation criteria, incentives, or contract requirements) at the draft Performance Work Statement (PWS), draft Request for Proposal (RFP), and final RFP stages.</p> <p></p> <p><strong><u>Schedule:</u></strong></p> <p>Interested parties may use the <strong><em>draft</em></strong> schedule below for planning purposes.</p> <p>1 April 2026: Publish draft PWS/RFI to Sam.gov</p> <p>20 April 2026: Industry responses to draft PWS/Requests for Information due&nbsp;</p> <p>12 May 2026: ADDP-4 Industry Day</p> <p>24 July 2026: Issue DRAFT RFP</p> <p>18 Nov 2026: FINAL RFP &amp; DRAFT Manuals/Contract Data Requirements List issued</p> <p>19 Jan 2027: Proposals due</p> <p>20 Jan 2028: Contract Award</p> <p>Apr 2028 &ndash; Apr 2029: Transition in</p> <p>1 May 2029: ADDP-4 Start of Dental Care Delivery &nbsp;</p> <p></p> <p><strong><u>Active Duty Dental Program Overview:</u></strong></p> <p>The Department of War (DoW) through the DHA has a mission to offer dental care services to eligible active duty Service members (ADSMs).&nbsp; To fulfill DHA&rsquo;s mission, the contractor will provide comprehensive dental care services worldwide to eligible ADSMs under the Active Duty Dental Program 4 (ADDP4) contract. The ADDP4 contractor will provide worldwide dental coverage to ADSMs of the Uniformed Services of the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine Corps, U.S. Space Force, U.S. Coast Guard, Commissioned Corps of the National Oceanic and Atmospheric Administration, and the Commissioned Corps of the Public Health Service.&nbsp; The ADDP is governed by TRICARE Policy Manual, TRICARE Systems Manual, TRICARE Operations Manual, Title 10, United States Code, Chapter 55, Section 1074(c)(1), Title 32, Code of Federal Regulations (CFR), Parts 199.1, 199.3, 199.6, 199.9; 36 CFR Part 1222; 45 CFR Parts 160,162 and 164; and National Institute of Standards and Technology Special Publications 800-171.</p> <p>The ADDP will supplement ADSM care provided in DoW&rsquo;s military dental treatment facilities (DTFs), as well as provide care to those ADSMs living in regions without access to DTFs. The contractor shall supplement authorized care by developing and maintaining a dental provider network in the Continental United States, which includes the 50 United States, District of Columbia, U.S. Virgin Islands, Guam, Puerto Rico, American Samoa, and the Northern Mariana Islands. The Outside Continental United States (OCONUS) service area includes all other countries, island masses and territorial waters. The contractor shall supplement authorized OCONUS remote care by developing and maintaining agreements with TRICARE OCONUS Preferred Dentists.</p> <p>Under the ADDP, the contractor shall provide OCONUS routine, urgent, and emergency dental care services to ADSMs who are enrolled in remote areas (greater than 50 miles from the nearest DTF). &nbsp;Exceptions to this enrollment include the Kingdom of Bahrain, Honduras, Qatar, Kuwait, and Souda Bay, Greece, where ADSMs can receive care without being enrolled as remote ADSMs. Additionally, the contractor shall provide OCONUS urgent and emergency dental care to ADSMs who are on Temporary Duty/Temporary Additional Duty, deployed, deployed on liberty, or in an authorized leave status in a remote overseas location.</p> Type: Special Notice Base Type: Special Notice NAICS: 524114 Classification Code: Q503 Office Address: AURORA, CO POC: Geraldine Duran, geraldine.h.duran.civ@health.mil, 703-342-8459 POC: Tracy Welch, tracy.k.welch.civ@health.mil, 303-676-3506
