<p>This Sources Sought/Request for Information (RFI) is a request to industry to provide information on a comprehensive Emergency Mass Warning and Notification solution that encompasses the services and tools required to provide Department of War (DoW) with a single, unified capability.&nbsp; This RFI is issued solely for information and planning purposes and for market research.&nbsp; It does not constitute a solicitation and shall not be construed as an offer, commitment, or obligation on the part of the DoW or Department of the Army (DA), or the United States Government.&nbsp; Not responding to this RFI does not preclude participation in any future RFP, if any is issued. &nbsp;</p> <p>Background</p> <p>The Department of the Army is the DoW Executive Agent for Emergency Mass Warning and Notification (EMWN).&nbsp;</p> <p>Currently, DoW organizations employ multiple disparate mass warning and notification products that do not efficiently communicate with each other or do not provide a capability that can clearly and transparently share emergency or mass warning information.</p> <p>The Secretary of War has directed the implementation of a single, unified system capable of delivering timely, reliable alerts to all DoW personnel worldwide of local, regional, national or international events or situations.&nbsp; Such a system must remain compliant with applicable DoW policies, federal statutes, and regulations.</p> <p>Objective</p> <p>Through this RFI, the Army seeks to:</p> <ul> <li>Provide industry an overview of the Army&rsquo;s current baseline EMWN capabilities and performance requirements;</li> <li>Enable industry to better understand DoW&rsquo;s operational needs;</li> <li>Solicit industry feedback on efficient, cost effective, and innovative approaches; and</li> <li>Obtain rough-order-of-magnitude (ROM) cost and schedule data for commercial off-the-shelf (COTS) solutions that could meet or exceed the described requirements.&nbsp;</li> </ul> <p></p> <p></p> <p></p> Solicitation Number: FY26003 Type: Sources Sought Base Type: Sources Sought NAICS: 624230 Classification Code: 6350 Response Deadline: 2026-05-25T17:00:00-04:00 Office Address: WASHINGTON, DC Place of Performance: Washington, District of Columbia, 20301 POC: Kerry Owens, kerry.f.owens.civ@army.mil POC: Linwood Matthews, linwood.l.matthews.civ@army.mil
