The Government does not intend to solicit or negotiate with any source other than the source identified below. However, interested parties may identify their interest and capability to respond to this requirement.</p> <p></p> <p><strong>DESCRIPTION OF REQUIREMENT</strong></p> <p>The National Institutes of Health (NIH), Office of Acquisitions and Logistics Management intends to award a sole source contract for <strong>software maintenance, support services, and server environment upgrades</strong> for the following systems:</p> <ul> <li>HemaConnect</li> <li>HemaComply-Lab Manager</li> <li>HemaComply-Lab Equipment Manager</li> </ul> <p>The requirement includes upgrading NIH’s local hosting environment, migrating databases, configuring production and test environments, implementing MySQL 8, and deploying updated software versions.</p> <p>These services are critical to maintaining continuity of operations for donor management, product quality control, and patient-related data systems within the Department of Transfusion Medicine.</p> <p></p> <p><strong>INTENDED SOURCE</strong></p> <p>HemaTerra Technologies, LLC<br /> d/b/a InVita Healthcare Technologies, Inc.</p> <p></p> <p><strong>JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION</strong></p> <p>This acquisition is being conducted under the authority of <strong>FAR 13.106-1(b)(1)</strong>, Only One Responsible Source.</p> <p>InVita Healthcare Technologies, Inc. is the <strong>original developer, owner, and sole provider</strong> of the proprietary HemaConnect and HemaComply software systems. The vendor retains exclusive rights to the software, associated intellectual property, and system configurations.</p> <p>Additionally:</p> <ul> <li>The software is currently integrated with NIH’s Blood Bank Computer System (BBCS) and supports critical patient and donor record management.</li> <li>No third-party resellers or authorized service providers exist for this software.</li> <li>Only InVita possesses the technical expertise required to perform upgrades, database migrations, and system validation without disrupting mission-critical operations.</li> </ul> <p>Award to any other source would result in:</p> <ul> <li>Substantial duplication of costs</li> <li>Unacceptable delays in fulfilling the agency’s requirements</li> <li>Risk to patient safety and system integrity</li> </ul> <p></p> <p><strong>PERIOD OF PERFORMANCE</strong></p> <p>The anticipated period of performance will be determined at time of award. Services will include system upgrade, migration, validation, and transition to the new hosting environment.</p> <p></p> <p></p> <p><strong>RESPONSES TO THIS NOTICE</strong></p> <p>Interested organizations may submit a capability statement demonstrating their ability to meet the requirements. Responses must include:</p> <ul> <li>Technical capability to perform software upgrades and support</li> <li>Evidence of authorization to support InVita proprietary systems</li> <li>Relevant past performance</li> </ul> <p>Responses must be received by May 3, 2026, at 3:00PM EST.</p> <p></p> <p><strong>DISCLAIMER</strong></p> <p>This notice is for informational purposes only and is not a request for competitive quotations. The Government will not be responsible for any costs incurred by responding to this notice.
