<p><strong>Description</strong><br /> The Missouri Army National Guard (MOARNG) is issuing this pre-solicitation notice to inform industry of an upcoming requirement for Bulk Diesel Fuel. This procurement will be conducted in accordance with the procedures outlined in&nbsp;RFO 12.201-1(c)(2).</p> <p>Please be advised that this notice is published solely to inform industry of the Government&rsquo;s intent to solicit quotations directly from at least three fuel terminals and wholesale suppliers located in the local area. <strong>The Government does not intend to post a formal solicitation notice on SAM.gov for third-party resellers or brokers to quote.</strong></p> <p>In accordance with RFO 12.201-1(c)(2), for acquisitions at or below the Simplified Acquisition Threshold (SAT), the Contracting Officer is electing to solicit quotations directly from suppliers. By posting this pre-solicitation notice, the Government is fulfilling the requirement to post a presolicitation notice in the GPE according to subpart 5.1.</p> <p><strong>Commodity Price Fluctuation &amp; Award Timeline</strong><br /> Due to the extreme price fluctuations and market volatility associated with bulk diesel fuel, the MOARNG intends to execute a highly expedited procurement process. The Government intends to directly solicit quotes from the aforementioned local wholesale suppliers and terminals, and subsequently make an award on the same day.</p> <p>The targeted date for both the direct solicitation and the contract award is May 19, 2026.</p> <p><strong>Disclaimer</strong><br /> This is a pre-solicitation notice only and does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB).
